
In line with the consistent requirement of the 2025 poverty reduction plan, which is to link support with the spirit of self-reliance of the people and the companionship of the community, from the beginning of the year, Van Phu Ward conducted a detailed review of 34 poor households and 46 near-poor households, most of whom are elderly, sick or have lost the ability to work. On that basis, the Ward People's Committee developed a specific support plan for each case, assigning staff from departments, offices, residential groups and organizations to directly monitor.

According to Vice Chairman of the Ward People's Committee Bui Ngoc Giang, the goal that the ward is aiming for is to reduce poverty substantially and sustainably, putting people at the center.
Poverty reduction is not just about numbers. Each household is visited by staff to learn, advise and choose the most suitable support direction, creating a foundation for them to rise up on their own.
Propaganda work is promoted with many flexible forms such as through loudspeakers, neighborhood group activities, and community Zalo groups.
Preferential loan policies, medical support, education , electricity bills, livelihoods, etc. are fully disseminated to help people understand their rights. Thanks to increased awareness, many households have voluntarily written applications to voluntarily escape poverty.
By the end of October, the ward had received 23 applications for voluntary poverty reduction and 2 applications for near-poverty reduction, reflecting a major change in the mindset of many households not to wait or depend on others.

Through the propaganda work, many humane stories have spread throughout the community. A typical example is the case of Mrs. Dinh Thi Xoan, 80 years old, living alone in Thanh Binh residential group. When being mobilized and supported with a savings book of 8 million VND, she voluntarily wrote an application to escape poverty and was welcomed by a nephew to live with her.
Mr. Le Xuan Tu, Mrs. Xoan's nephew, shared: She lives alone and is old, we are not at ease. Regardless of the policy, I still want to take her home to take care of her.
Another story is that of Ms. Nguyen Thi Thuy in Dong Van residential group. Her husband passed away in 2024, one child is mentally disabled, and the family lives in a temporary house. When being mobilized to escape poverty, Ms. Thuy was both worried and determined to change. The ward connected with Agribank Bac Yen Bai branch to support her family with 60 million VND to build a new house, creating a foundation for a stable life.

Ms. Thuy emotionally shared: Now that I will have a new house, I will try harder to stabilize my life, develop the economy , and escape poverty sustainably.
As for Mr. Nguyen Van Huan's family in Dang Tho residential group, receiving support for breeding chickens and animal feed is a fulcrum for developing their livelihood.

Mr. Huan shared: The support model is not big but it is the motivation for us to try harder, to rise up and escape poverty, not to rely on policies.
These small but suitable models have created clear effects as many households have begun to proactively calculate economic development plans.

In recent times, Van Phu ward has mobilized maximum social resources to support the poor in developing their livelihoods.
Van Phu Ward has established 15 working groups including representatives of the Party Committee, People's Council, People's Committee, Fatherland Front Committee and police and military forces to visit and hand over savings books and livelihood models to poor households who have voluntarily applied to escape poverty. Specifically, the groups visited and handed over 14 savings books worth 97 million VND, 1 livelihood model worth 5 million VND, 1 scholarship worth 7.5 million VND and cash support to 3 extremely disadvantaged households.
Along with that, policies on vocational training, job creation, preferential credit support, housing support, healthcare, education, etc. are implemented synchronously and effectively integrated by the ward to bring the most practical benefits to the poor.

According to the plan, the ward's goal in 2025 is to reduce the poverty rate to 0.21%. However, with creative and practical approaches, it is expected that by the end of the year, this rate can be reduced to 0.14%.
However, the ward leaders determined that poverty reduction work still faces many difficulties, especially for poor households that are elderly, seriously ill, and no longer able to work. Therefore, in the coming time, the ward will continue to strengthen inspection and monitoring of each case; focus on long-term social security; and at the same time, replicate effective models to spread the spirit of self-reliance in the community.
Comrade Bui Ngoc Giang - Vice Chairman of Van Phu Ward People's Committee affirmed: We are persistent in our goal of not leaving anyone behind. Poverty reduction is only truly effective when people can stand on their own two feet and confidently build a stable life.
With the synchronous participation of the political system, the cooperation of the community and the will to rise of the people, Van Phu ward is getting closer to the goal of sustainable poverty reduction by 2025, creating a solid foundation for socio-economic development in the following years.
