PII becomes a "map" for socio-economic development based on science, technology and innovation

On December 2, 2025, the Department of Innovation (Ministry of Science and Technology) organized a "Technical workshop to introduce the Local Innovation Index 2025" to support localities in analyzing and clarifying technical issues related to the implementation of the Local Innovation Index (PII) 2025 and using it effectively in direction and administration.

PII is a comprehensive local-level index.

From 2023, the Ministry of Science and Technology (MOST) will officially deploy the PII Index nationwide according to Resolution No. 10/NQ-CP dated February 3, 2023 of the Government. The Ministry of Science and Technology has chaired and coordinated with the World Intellectual Property Organization and relevant agencies to develop the PII Index, receiving many positive reviews from leaders of the Party, State and localities.

Technical workshop to introduce the PII 2025 Index.

On January 5, 2024, the Government issued Resolution No. 02/NQ-CP on key tasks and solutions to improve the business environment and enhance national competitiveness in 2024 (Resolution No. 02/NQ-CP). Accordingly, the Government assigned the Ministry of Science and Technology to preside over and coordinate with relevant ministries, branches and localities to deploy and publish the annual PII Index and assigned the People's Committees of provinces and centrally run cities to allocate resources, actively and proactively coordinate with the Ministry of Science and Technology and relevant agencies to collect and provide data locally and set goals to improve the annual PII Index in the local socio -economic development plan.

On October 1, 2025, the Ministry of Science and Technology announced the results of implementing the PII Index in 2025, the third year the PII Index was built and announced nationwide, with a transparent and scientific calculation method, with a solid theoretical foundation and consistent with practice.

At the workshop, Mr. Chu Thuc Dat, Deputy Director of the Department of Innovation, emphasized that PII is the only comprehensive local-level index, not just a ranking or a set of data. More importantly, it is a "map" describing the socio-economic development model based on science, technology, and innovation (S&I) in each locality.

If used properly, PII will help provincial and municipal leaders clearly identify strengths and weaknesses in the innovation ecosystem, determine the pillars that need priority investment and improvement in the medium and long term, design policies and support programs suitable to local resources and characteristics, and monitor and supervise the progress of implementing the goals and tasks set out in development strategies and plans.

On October 23, 2025, the Government Office issued Official Dispatch No. 10253/VPCP-KGVX conveying the direction of Deputy Prime Minister Nguyen Chi Dung on assigning the Ministry of Science and Technology to continue to preside over and coordinate with ministries, branches and localities to implement assigned tasks according to Resolution No. 02/NQ-CP dated January 5, 2024 of the Government and related documents. In particular, promptly supplement necessary data to calculate the PII index and complete the results report to ensure quality and progress according to regulations. At the same time, the Deputy Prime Minister also directed the People's Committees of provinces and centrally run cities to coordinate with the Ministry of Science and Technology to research and use the PII index in direction, management and operation activities, according to regulations and the actual situation of the locality.

The Department of Science and Technology plays a coordinating role in providing data for PII calculation.

Mr. Chu Thuc Dat said that currently, the interest and evaluation of the PII index is very positive, serving strategies, plans and solutions for local socio-economic development.

The Department of Innovation and units of the Ministry of Science and Technology are ready to support, coordinate and accompany localities, especially the Departments of Science and Technology, to carry out this task.

The Departments of Science and Technology play an important role in coordinating the provision of data for PII calculation, monitoring and analyzing results, and working with other local departments and agencies to research and propose solutions and actions to improve the PII index or improve the local innovation system and vice versa. At the same time, they are both the technical focal point in coordinating, providing and reviewing data, and the strategic advisory body for provincial and municipal leaders on the development of science and technology, innovation and digital transformation.

At the workshop, delegates were given detailed instructions and discussed the structure of the PII 2025 index set, data sources and stakeholder participation; data processing procedures and calculation methods; and how to interpret and use PII 2025 results.

Mr. Nguyen Vo Hung, Deputy Director of the Center for Innovation Support, Department of Innovation, introduced the PII 2025 Index Framework.

According to the Department of Innovation, the PII index covers many industries and fields, so the Departments of Science and Technology play a particularly important role in coordinating with relevant departments, branches and sectors to improve the quality, completeness and timeliness of data serving PII; advising on integrating the goal of improving PII into local socio-economic development plans and programs, especially programs on digital transformation, development of innovative enterprises, development of high-quality human resources, contributing to the implementation of Resolution No. 57-NQ/TW of the Politburo.

The Department of Innovation recommends that the Departments of Science and Technology continue to play the role of coordinating and providing professional guidance to relevant units; providing local leaders with scientific bases and evidence on the current status of socio-economic development models based on science, technology and innovation through PII; and at the same time advising local leaders on solutions and policies to promote socio-economic development based on science, technology and innovation in the locality.
