That process requires us to maximize the nation's endogenous strength - the strength of culture, of the system of traditional national spiritual values, in which we affirm the strength and decisiveness to the success of the spirit of national self-reliance and self-reliance.
The traditional spiritual value system of a nation is formed on the basis of the nation's economy, history, and society in history. The spiritual value system of each nation is not an eternal value. It needs to be identified, supplemented, and developed in accordance with the characteristics, nature, and requirements of the times. Therefore, determining the position and role of the spirit of self-reliance and self-improvement in the current Vietnamese cultural value system is practical and has great significance, deciding the development of the country in the new context.
Self-reliance means making oneself stronger, doing it by oneself. Self-reliance represents the consciousness, will, and capacity of individuals, organizations, nations, and peoples. As a cultural value, the spirit of self-reliance is expressed first of all in the consciousness of the role, meaning, and importance of one's own strength. In the current context, self-reliance is a condition for the existence and development of the country.
The 13th National Party Congress determined that we can only be proactive, exploit positive factors and limit negative impacts when participating in the globalization process and the Fourth Industrial Revolution if we are strong enough. In that process, awareness of self-reliance and promoting the spirit of self-reliance are prerequisites for Vietnam's development.
Because, the Fourth Industrial Revolution with its rapid development and the penetration of scientific and technological power into all areas of social life is creating rapid and profound changes from within, intrinsic to the culture of each nation. The competitiveness in the development process of individuals, organizations or nations is reflected in the inherent strength that individuals, organizations and nations possess.
In the current context, promoting the spirit of self-reliance does not mean closing the door and relying only on one's own strength. On the contrary, promoting the will of self-reliance of the nation - the factor that creates internal strength needs to be considered in an effective relationship with external factors. The spirit of democracy, cooperation, peace and charity... are common values of progressive humanity.
The achievements of the scientific and technological revolution and the progressive and effective methods of social management... that can be shared are common material and spiritual values that every nation and people can learn from and apply on their development path. However, the more international cooperation and integration is promoted, the more it is necessary to correctly define the unchanging philosophy: Ensuring national and ethnic interests is the highest goal and the fundamental condition of all cooperation.
To establish the will of self-reliance and promote the spirit of self-reliance and self-reliance of the nation, it is necessary to promote the education of traditions in general and national spiritual values in particular. Value education needs to be widely implemented among all classes of people, in all ages and social groups.

The 13th National Party Congress determined to "combine national strength with the strength of the times; uphold the will of independence, self-reliance, proactiveness, actively integrate and improve the effectiveness of international cooperation, maximize internal resources, take advantage of external resources, in which internal resources, especially human resources, are the most important".
