The Vietnam-Russia Comprehensive Strategic Partnership is developing positively.

On December 2, at the National Assembly House, National Assembly Chairman Tran Thanh Man received First Vice Chairman of the Federation Council of the Russian Federation Parliament, Chairman of the Federation Council's Cooperation Group with Vietnam AV Yatskin during his working visit to Vietnam.

National Assembly Chairman Tran Thanh Man welcomed the delegation of the Federation Council of the Russian Parliament to their working visit to Vietnam; assessed the visit as an important step to strengthen cooperation between the two legislative bodies, promote cooperation and direct exchange between the Vietnam - Russia Friendship Parliamentarians' Group of the Vietnamese National Assembly and the Cooperation Group with Vietnam of the Federation Council of the Russian Parliament; through visits and fact-finding in localities of Vietnam, strengthen cooperation between localities of Vietnam and entities of the Russian Federation.

On this occasion, the National Assembly Chairman conveyed greetings and best wishes to Russian President VV Putin, Chairman of the Federation Council VI Matviyenko, and Chairman of the State Duma VV Volodin.

First Vice Chairman of the Federation Council of the Federal Assembly of the Russian Federation AV Yatskin expressed his pleasure to meet again with National Assembly Chairman Tran Thanh Man; thanked the National Assembly Chairman and the Vietnamese National Assembly for the warm and thoughtful reception for the delegation; affirmed that the attention and close direction of the National Assembly Chairman is always the driving force to promote cooperation on the National Assembly channel.

First Vice Chairman of the Federation Council AV Yatskin conveyed the greetings of Chairman of the Federation Council VI Matviyenko to Chairman of the National Assembly Tran Thanh Man; affirmed that the Russian Federation's high-ranking leaders highly value the traditional friendship and comprehensive strategic partnership with Vietnam, considering Vietnam as Russia's leading important partner in the region.

National Assembly Chairman Tran Thanh Man said that Vietnam always pays attention to, follows and congratulates Russia on its important achievements in socio-economic development; he believes that the Federation Council has made important contributions to that process.

The National Assembly Chairman affirmed that the Party, State, National Assembly and People of Vietnam always remember and are grateful for the assistance of the Soviet people, including the fraternal Russian people, in the past struggle for independence and the close and effective cooperation of the Russian Federation today in the cause of developing Vietnam.

With the foundation of the Comprehensive Strategic Partnership established by the two sides over the past 10 years (2012-2025), the National Assembly Chairman stated that a high level of political trust is an important basis for the two sides to further promote cooperation potentials, for the benefit and development of both peoples.

National Assembly Chairman Tran Thanh Man and First Vice Chairman of the Federation Council AV Yatskin emphasized that 2025 is a year of great significance in the history of each country and in bilateral relations. The two sides have participated in many important activities and celebrations of each other; jointly organized many events to celebrate the 75th anniversary of the establishment of diplomatic relations between the two countries, demonstrating the traditional friendship that the two countries have for each other.

National Assembly Chairman Tran Thanh Man and First Vice Chairman of the Federation Council AV Yatskin agreed that the Vietnam-Russia comprehensive strategic partnership is developing positively; bilateral cooperation in the fields of economy, trade and investment is being promoted in a practical and effective manner, especially in agriculture, forestry, fisheries and food. The expansion of direct flights between the two sides has contributed to promoting people-to-people exchange, tourism and trade between the two countries.

The National Assembly Chairman proposed that the Federal Council support and promote localities of the two countries to expand and strengthen direct cooperation, establish new pairs of relationships to meet development needs and promote the strengths of each locality in each country.

The First Vice President of the Federal Council affirmed that the two sides still have much potential and room to be exploited; he said that one of the important tasks of the Federal Council is to promote cooperation between localities of the two countries.

Thanking the Vietnamese side for arranging for the working delegation to visit Vietnamese localities such as Can Tho city and Khanh Hoa province to explore opportunities to promote cooperation on local channels, the First Vice President of the Federal Council said that he is ready to work with the Vietnamese National Assembly to support localities in implementing the signed cooperation agreements, as well as signing new documents to serve as a basis for expanding relations.

The two sides agreed to increase information exchange to support connecting more localities of the two countries, to promote people-to-people exchanges, expand cooperation in the fields of economics - trade, investment, culture, education - training, tourism, etc.

National Assembly Chairman Tran Thanh Man acknowledged the positive results of cooperation on the National Assembly channel in general, and cooperation between the Vietnamese National Assembly and the Federation Council of the Russian Parliament in particular, including the proactive and responsible role of the Vietnam-Russia Friendship Parliamentarians' Group of the Vietnamese National Assembly and the Cooperation Group with the Vietnamese National Assembly of the Federation Council of the Russian Parliament.

The Agreement signed in September 2024 and the Action Plan agreed upon by both sides for the period 2024-2025 have been seriously implemented by the two legislative bodies and many tasks have been completed. The two sides agreed to jointly study and draft to continue signing a new Cooperation Plan for the next period.

At the meeting, First Vice President of the Federation Council AV Yatskin conveyed his condolences for the loss of life and property in the recent natural disasters in Central Vietnam.

On behalf of the Party, State and People of Vietnam, National Assembly Chairman Tran Thanh Man expressed his gratitude for the valuable support, both spiritual and material, from senior leaders, relevant agencies and people of the Russian Federation for the Vietnamese people to quickly overcome the consequences of the storm.
