The central report at the conference stated: In 2025, Party committees and commanders at all levels in the Military Region 1 have thoroughly grasped and seriously and effectively implemented resolutions, directives and instructions of the Ministry of National Defense , the Central Military Commission and the Military Region on ideological management and discipline. Agencies and units have strictly maintained the discipline of political and ideological education, properly implemented the grassroots democracy regulations; focused on fostering political mettle, determination, and the spirit of self-conscious compliance with the law and discipline for soldiers. Thanks to that, the ideological situation of officers and soldiers has been stable, internal solidarity has been strengthened, and the sense of responsibility in performing tasks has been increasingly enhanced.

During the year, the Party Committees and commanders of the units have promoted their responsibilities in grasping, managing and orienting the soldiers' ideology; proactively propagating, educating and warning about violations, especially during times when many tasks, training activities, drills, holidays, Tet, vacations and exchanges with localities take place. Models and measures such as "Psychological and legal counseling team"; "5 proactive, 5 knowledgeable"; "Team of 3 people progressing together"; "Zalo group accompanying soldiers"... continue to promote their effectiveness; contributing to preventing and limiting violations of discipline, building a solid political and ideological battlefield for the unit.

In addition to the achieved results, the conference pointed out a number of shortcomings and limitations. Therefore, in the discussion section, delegates focused on clearly analyzing the causes, especially subjective causes in the management organization process of a number of agencies and units; at the same time, proposed policies and measures to overcome and further improve the quality of regular construction work, discipline management, and safety assurance in training, work and traffic participation of the Military Region 1.

Concluding the conference, Major General La Cong Phuong acknowledged and highly appreciated the responsibility of Party committees and commanders of agencies and units in thoroughly grasping and implementing ideological management and discipline work in 2025. The Party Secretary and Political Commissar of Military Region 1 requested that in 2026, agencies and units of the Military Region's armed forces continue to thoroughly grasp the directives and instructions of superiors; proactively grasp the subjects, timing, and specific tasks to propose appropriate and effective ideological orientation measures.

He emphasized: "Disciplinary management work must be closely linked with political and ideological education ; the implementation process needs to be flexible and strict, combined with increased inspection, timely correction of violations; at the same time, promoting effective coordination between forces in military personnel management, handling violations and synchronously drawing lessons."
