At the conferences, representatives from the Provincial and City Military Commands announced the decisions of the Minister of National Defense and the Chief of the General Staff of the Vietnam People's Army regarding the reorganization and issuance of organizational and staffing plans for the commune, ward, and special zone Military Commands under the Provincial and City Military Commands; and the decisions of the 3rd Military Region Command regarding the transfer and appointment of officers to the position of commander of the commune, ward, and special zone Military Commands.

Major General Nguyen Duc Dung, Deputy Commander and Chief of Staff of Military Region 3, presented the appointment decisions for the commanders of the Military Command Boards of communes, wards, and special zones under the Military Command of Hai Phong City.

Accordingly, more than 400 officers were transferred and appointed by the 3rd Military Region Command to the position of Commander of the Military Command Boards of communes, wards, and special zones under the Military Command of 4 provinces and cities in the region. Although implemented in a short time, this personnel transfer and appointment was closely led and directed by the Party Committee and the 3rd Military Region Command, following the correct procedures, ensuring democracy, openness, and transparency. These officers possess sufficient political qualities, ethics, and competence to meet the requirements of the new tasks.

Major General Ha Tat Dat, Deputy Commander of Military Region 3, presented the appointment decisions for the commanders of the commune and ward Military Commands under the Ninh Binh Provincial Military Command.

Leaders of the Hung Yen Provincial Military Command presented appointment decisions to the commanders of the commune and ward Military Commands.

Major General Le Van Long, Deputy Commander of Military Region 3, presented the appointment decisions for the commanders of the Military Command Boards of communes, wards, and special zones under the Quang Ninh Provincial Military Command.

The implementation of these decisions aims to concretize the Politburo and Secretariat's policy of assigning officers of the Vietnam People's Army to participate in the commune-level Military Command Boards, contributing to strengthening the Party's direct leadership and guidance, improving the effectiveness and efficiency of state management in local defense and military affairs, and building a strong national defense system based on the people's participation.

Speaking at the conferences, the Commander of Military Region 3 requested that the newly appointed officers quickly familiarize themselves with the local area and proactively advise the Party committees and local authorities according to their assigned responsibilities and duties. In the immediate future, they should focus on preparing for and successfully carrying out the recruitment task; strengthening combat readiness training; and working with functional forces to ensure absolute safety for the 14th National Congress of the Party, the elections of National Assembly and People's Council representatives at all levels for the 2026-2031 term, and other holidays and anniversaries, ensuring the safety of the people during the Spring Festival and Tet holiday.
