The training was conducted in a hybrid format, combining in-person and online participation, at 27 locations within the Military Region. Colonel Le Kim Giau, Deputy Chief of Staff of Military Region 5 and Deputy Head of the training organizing committee, attended and delivered the opening remarks.
The training took place over 5 days (from January 12 to 16), with the participation of more than 1,000 officers and staff from agencies and units within the armed forces of Military Region 5.

During the training, participants received instruction on 14 key topics, focusing on the use of digital signature tools; management and use of cryptographic information products on the Ministry of National Defense 's document management and operational system; exploitation of document management software on the military data transmission network; document management and archiving; accounting; protection of state secrets; preparation and execution of defense and local budget settlements; cybersecurity, administrative reform, and digital transformation in the Military Region.

In his opening remarks, Colonel Le Kim Giau emphasized that the training places high demands on the quality of document management, archiving, information technology, and finance at the grassroots level.
The Deputy Chief of Staff of Military Region 5 requested that the organizing committee, the teaching staff, and the trainees uphold a sense of responsibility and strictly adhere to discipline; the content imparted and absorbed must be relevant to practical situations.
Following the training, agencies and units will continue to thoroughly understand, cultivate, and effectively apply the knowledge gained to the performance of their duties, especially for the staff of the commune-level Military Command Boards, to meet the requirements and tasks in the new situation.
