Attending the technical inspection of motorbikes on the October 2025 technical day of the BBCG Regiment 102 (BCG Division 308, Army Corps 12), we were told by Lieutenant Colonel Pham Manh Hung, Head of the Motorcycle Department (Logistics-Technical Department of BBCG Division 308), in charge of the inspection team: "The work of checking the technical condition of motorbikes is regularly carried out by the Division every week and every month. Through the inspection, the agency has a firm grasp of the quantity, quality, and technical condition of motorbikes, as a basis for advising the department commander and the Division, developing the annual work plan and implementing assigned tasks.
In 2025, the entire division inspected 109 military vehicles, meeting 100% of requirements; inspected 1,640 military vehicles and personal motorbikes in the unit and on the road, all of which were in compliance with regulations. The result was that the Vehicle Department had developed a specific annual work plan, closely following the unit's situation; strictly managed vehicles through registration, statistics, monitoring and grasping the quantity, quality, and changes in the team of cadres and technical staff; at the same time, doing a good job of building a standardized technical sector, digitizing the management record system, grasping the quality and technical status of each vehicle, motorbike, and technical equipment...

The 308th Division is currently assigned to manage a large number of technical weapons and equipment of various types, most of which have been used for many years. The number of motorcycles stored and reserved for combat readiness of the Division is large and the motorcycles are used regularly and operate at high intensity, so technical assurance and high synchronization are required.
Meanwhile, the staff and technical staff have uneven professional qualifications; the quality of workers' skills is still limited, especially in ensuring the technical standards for new generation vehicles. Facilities, technical equipment of stations, workshops and funding, materials, and fuel for technical assurance are still limited, so technical assurance faces many difficulties.
To overcome the above limitations, the Division's Motorcycle Industry focuses on education , thoroughly grasping tasks; organizing regular training and fostering, promoting creativity, and technical innovation initiatives among technical staff.
First of all, the Division has created favorable conditions and arranged appropriate staff. The Motorcycle Department proactively advised and organized highly skilled and experienced staff to take on key positions, acting as the core to guide subordinate staff. Strictly maintain technical working regimes; well implement the Charter and regulations of the Motorcycle industry. Every week and every month, organize technical hours and technical days well, focusing on additional training. The Motorcycle Department builds plans and well implements training at the Division; sends staff to attend training courses organized by superiors.
As a result, in 2025, 100% of officers and employees of the Motorcycle industry were trained to ensure the prescribed content and time; additional training on military car driving for 22 drivers; training and testing of professional skills for 59 technical staff of the Motorcycle industry... Thanks to that, the entire Division organized the maintenance of 28 times/vehicle in regular operation; 91 times/vehicle ready for combat; 64 times/vehicle in storage; maintenance 1 reached 320 times/vehicle and maintenance 2 reached 50 times/vehicle. The equipment guarantee coefficient reached 100%, the technical coefficient reached more than 98%, the combat readiness group reached 100%. The total kilometers of vehicles used reached more than 980,500km. In particular, the Division has ensured a good number of military vehicles and motorbikes to serve training, inspection, and mobilization of officers, employees, and soldiers participating in the A50 and A80 anniversary activities in 2025.

Implementing the "Traffic Safety Year" in 2025 with the theme "Safe journey, creating the future", the Vehicle and Motorcycle Department has consulted and developed a Plan to ensure traffic order and safety, for the Head of Steering Committee 50 of the Division to approve and implement throughout the Division.
As a result, agencies and units have fully disseminated to officers, employees and soldiers; awareness and consciousness of compliance with traffic order and safety have significantly improved. The entire division has organized dozens of concentrated propaganda sessions through conferences, forums and seminars on laws and legal documents on traffic order and safety; propaganda on the internal radio system and press agencies inside and outside the Army. The Division regularly checks legal knowledge, compliance with traffic safety regulations, and checks alcohol concentration when leaving the barracks. Thanks to that, during the year, the entire Division safely moved more than 512,000km of military vehicles, and 100% of agencies and units had no traffic safety incidents.

"The results of the work of managing, ensuring technical, synchronizing vehicles and motorbikes and ensuring traffic safety in 2025 are the basis for the Division to develop plans, promote advantages and effective implementation solutions in the coming time. In 2026, the Division thoroughly grasps and strictly implements the Ministry of National Defense 's Logistics and Technical Command; well implements the contents of the Vehicle and Motorcycle industry's work; promotes the implementation of the Campaign "Managing and exploiting good, durable, safe, economical and traffic-safe technical weapons and equipment. The Logistics and Technical Department directs the Vehicle and Motorcycle Department to continue to do a good job of advising, organizing effective implementation, strictly managing military vehicles and motorbikes; improving the quality of technical assurance and synchronization of vehicles and motorbikes for the Division's tasks, especially training, combat readiness and force mobilization tasks. The Division promotes the application of information technology and digitalization in technical management, including the Vehicle and Motorcycle industry; strengthens measures to ensure sustainable traffic order and safety. Along with that, the whole industry promotes the Emulation Movement to Win, organizes preliminary and final summaries, draws lessons from experience, replicates effective and typical advanced models to successfully complete the contents and goals of logistics and technical work," said Senior Lieutenant Colonel Phan Khue Vu, Head of Logistics and Engineering of the 308th BBCG Division.
