Proactive management
According to the Department of Construction, the recent fluctuations in construction material prices are the result of many factors, notably the imbalance between supply and demand and increased input costs. The demand for materials increased as a series of large-scale infrastructure projects in the city as well as in the whole country were implemented, causing the prices of some key items such as steel, cement, sand, and stone to increase rapidly. Meanwhile, the supply was narrowed due to strict mining control, causing the material market to be scarce, pushing prices up rapidly and higher than the same period last year. In the face of the above situation, the Department of Construction regularly updates material price fluctuations and requires suppliers to provide periodic reports. At the same time, the Department of Construction coordinates with the Department of Industry and Trade and market management forces to inspect and strictly handle cases of hoarding and illegal price increases. At many key projects, investors are advised to closely follow the monthly published price list to prepare and adjust appropriate estimates. Some major projects, such as: Ring Road 2, Tan Vu - Hung Dao - Bui Vien section, Nguyen Trai Bridge and surrounding areas, and many social housing and new urban projects being implemented in the area, have their progress reviewed and materials regulated in stages to ensure continuous construction and avoid local shortages.
Nguyen Nam Tung, the commander of the construction site of the interchange connecting National Highway 17B with National Highway 5 through Phu Thai Commune, said: “The city reacted quickly and publicly announced prices every month, so contractors had a basis to estimate costs and limit risks. Previously, every time prices fluctuated, we were very passive in our estimates.”
Many localities in the city also require enterprises exploiting and transporting materials to declare prices and sign a commitment not to adjust beyond the framework. Some units also propose to form temporary material transit points to reduce transportation costs, contributing to stabilizing prices in the market.

Tighten management

To tighten the management of construction material prices, the Department of Construction requires businesses trading in these items to publicly list prices at the point of sale and send periodic reports to summarize and publish monthly price lists. This publicity helps to make the market transparent, while also creating conditions for contractors and investors to have a basis for accurate cost calculations. Deputy Director of the Department of Construction Nguyen Trong Hai said: "Publishing material prices is an important management measure to help limit overpricing and project capital increase. The Department also coordinates with market management forces to inspect and strictly handle speculative behavior and illegal price increases. The Department publishes 11 periodic price lists and 2 supplementary lists, helping construction units to be more proactive in their estimates.
Along with that, the City Construction Materials Association also recommends that businesses proactively sign long-term contracts, increase reserves, and switch to using green materials such as unburnt bricks and recycled aggregates. This is a direction that helps reduce costs by 5-10%, while protecting the environment.
The construction materials market is an important “link” that directly impacts the progress of infrastructure projects. Publicizing prices and strengthening control of supply and demand not only helps stabilize construction activities but also contributes to controlling public investment costs, creating a healthy competitive environment for businesses.
The Ministry of Construction has just issued a document requesting provinces and centrally run cities to strengthen control of supply, demand and prices of construction materials. Accordingly, localities need to improve the quality of material price announcements, strictly comply with regulations on time, content and scope of announcement; at the same time, coordinate with market management forces, material production and trading enterprises to collect, review and publicize actual prices. Review demand, delimit areas for mining minerals for common construction materials, promote licensing of exploration and exploitation to increase supply and stabilize the market.
