Yesterday morning, the National Assembly discussed in groups the investment policy for two new national target programs on education - training and health care - population.

These are two programs of special political , economic and social significance, not only a necessary addition to the medium-term development policy system, but also a step to reorient the way of implementing national target programs, overcoming shortcomings that have lasted for many years.

First of all, the inclusion of education and health care in two independent national target programs strongly affirms the State's strategic priority for two pillars of national development. Education and training continue to be placed at the top national policy position in the context of increasingly urgent demand for high-quality human resources, especially in the face of the strong shift of the digital economy and artificial intelligence (AI). Meanwhile, the development of the National Target Program on health care and population shows the consistent awareness of the Party and State of emerging challenges such as population aging, changing disease patterns and the need to strengthen the grassroots health system. The two Programs are an essential foundation to ensure equitable access to basic services for all people, while creating room for sustainable development in the long term.

However, if the new Programs continue to operate according to the old model, the risk of delays and inefficiencies is very clear. The 2021 - 2025 period shows many structural limitations: decentralized management by ministries and branches, complex financial mechanisms, overlapping guidelines, unclear decentralization, and especially confusion and lack of initiative at the grassroots level. Limited resources further expose the fragmentation and spread, leading to both resources and time being consumed without producing the expected results.

The recent implementation of the National Target Programs has created an urgent need to radically innovate the management thinking of these Programs, as emphasized by National Assembly Chairman Tran Thanh Man at the meeting this morning: there must be clear decentralization of authority, management and operational responsibilities between the Central and local levels; the top cannot "take on the work", but also cannot "assign and then let go", decentralization is clear, and supervision is complete.

And in particular, it is necessary to shift to a management model based on objectives and products. Decentralization and delegation of authority must be carried out in parallel with the design of a monitoring mechanism based on results, instead of controlling by records and procedures. The central government focuses on policy design, defining objectives and standards; localities choose the way of doing things and are responsible for the output products. This is a decisive shift from the mindset of “asking - giving” to the mindset of “delegation - responsibility”.

The financial mechanism is currently one of the biggest bottlenecks and is also the area that needs the most drastic reform. The rigid separation between public investment capital and career capital must be eliminated, replaced by an approach to capital management based on output targets, allowing localities to flexibly adjust within the allocated budget. Abolishing the requirement for counterpart capital for poor provinces and considering eliminating the ineffective integration mechanism are also appropriate solutions to clear the recent practical bottlenecks.

In particular, capital allocation must be strategic, avoiding spreading; prioritizing resources for difficult areas and tasks that can create significant changes. "If ministries and branches continue to deeply intervene and allocate details for each project at the local level, we will return to the same problems as in the previous period," General Secretary of the National Assembly and Head of the National Assembly Office Le Quang Manh pointed out.

The two new Programs themselves must clearly demonstrate the spirit of innovation right from the design stage. In education, the focus must not only be on infrastructure but also on transforming the education model according to capacity, promoting digital transformation and ensuring opportunities for disadvantaged areas. In the health sector, the urgent problem is to strengthen the primary health system (base of the pyramid), develop preventive medicine and expand access to basic services right at the commune level. These are areas with high impact rates and are consistent with the principle of strategic resource use.

Overall, the National Assembly's consideration of two new National Target Programs not only has the meaning of expanding the scope of public investment for key sectors for the country's sustainable development, but more importantly, this is the time to reshape the state management mindset for National Target Programs, shifting from a procedural and egalitarian approach to a flexible governance model, oriented towards practical results and with focus and key points.

When innovative solutions are applied synchronously and consistently, the National Target Programs for the 2026 - 2035 period can completely become a driving force for real development, ensuring fairness in benefits and bringing clear values ​​to the people, in the spirit of "people know, people discuss, people do, people check, people supervise, people benefit".
