Perfecting the apparatus, clarifying responsibilities at each level
In the first years of implementing the National Target Program for Sustainable Poverty Reduction, Lang Son faced great pressure: the poverty line was raised, the scope of support was wide, and data was still inconsistent between communes. Without a unified operating mechanism, each place would implement it differently, causing the policy to be "broken".
Therefore, the province has reviewed the entire organization and strengthened the Steering Committee at all levels in a streamlined manner, with clear coordination roles. The relevant departments and branches have clearly defined tasks, avoiding the situation where no one takes final responsibility for the common work.

At the commune level, the front line directly receiving and processing information about households, Lang Son focused on standardizing operations. In the first two years, the province organized 24 provincial-level training courses, 242 district-level training sessions and 24 experience-study groups, helping grassroots teams master the techniques of screening poor households, identifying shortages and making support plans.
Standardize coordination, reduce execution latency
Poverty reduction is a multi-sectoral program involving labor, education, health, agriculture and finance. The implementation of support contents requires a clear division of labor among relevant agencies.
On that basis, the province stipulates specific tasks for each unit for each group of policies, ensuring the implementation process is unified, within the right authority and in accordance with regulations. This approach helps to limit confusion, reduce delays and ensure policies are implemented synchronously in localities.
Along with that, communes are required to promptly update changes in poor households and service shortages, avoiding having them accumulate in the year-end summary period.
Difficulties arising in the process of screening, identifying subjects or preparing records are summarized in periodic inspections and supervisions, thereby promptly adjusting according to authority, shortening the time for policy implementation.
Substantive supervision, ensuring compliance with regulations
Lang Son also organizes inspection and supervision work according to the annual plan, focusing on reviewing poor and near-poor households and implementing support contents.
Through these activities, any inconsistencies in identifying deficiencies, applying criteria or implementing projects and sub-projects are discovered and required to be resolved by localities according to their authority.
Supervision is carried out at many levels, ensuring that the implementation process adheres to regulations and promptly adjusts difficulties and limitations arising from reality.
Besides inspection and supervision by state agencies, Lang Son province also promotes the role of prestigious people in the community and representatives of organizations as an independent verification layer, increasing transparency right at the grassroots level.
Essential resources create the foundation for people's autonomy
During this period, social security and credit are identified as “cushions” to prevent poor households from being vulnerable to shocks. For example, in 2024, the province will support more than 236 tons of reserve rice for more than 4,750 households with 15,760 people. Support data is regularly updated, helping to identify groups at risk of falling back into poverty early.

In the economy , policy credit plays a pivotal role with loan turnover in the 2021-2024 period reaching more than VND 4,459 billion, total outstanding debt of VND 4,575 billion. Credit information is updated periodically, helping to limit duplicate support and monitor the recovery ability of each household.
According to the People's Committee of Lang Son province, the most important thing in poverty reduction in the 2021-2025 period is not only in support activities, but in the province's establishment of a unified operating mechanism. When reviewing, assessing, supporting and monitoring are linked with clear processes and regularly updated data, policies reach the right people at the right time. Close coordination, substantive monitoring and timely social security create a system that is durable and flexible enough to reduce poverty in a truly sustainable way.
From the established governance, Lang Son has the basis to shift from “support management” to “development management”, considering people’s autonomy as a measure of effectiveness. This approach helps the poverty reduction program move from individual support to a systematic management ecosystem, reducing delays and increasing the resilience of each household.
