On the morning of December 1, the Politburo and the Central Party Secretariat held a nationwide in-person and online conference to disseminate and summarize the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently"; solutions to accelerate socio-economic development in 2025 and remove institutional bottlenecks and bottlenecks.
Attending at the central bridge point were comrades: General Secretary To Lam; President Luong Cuong; Prime Minister Pham Minh Chinh; National Assembly Chairman Tran Thanh Man; Standing member of the Secretariat, Chairman of the Central Inspection Commission Tran Cam Tu; comrades of the Politburo, Secretariat, Central Party Committee members; leaders of central departments, ministries, branches and organizations.
Attending the conference at the Quang Ninh bridge point were comrades: Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee; Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee; comrades of the Provincial Party Standing Committee, members of the Provincial Party Executive Committee; leaders of departments, branches and sectors of the province. The conference was broadcast online to 195 bridges in the province, with 15,431 party members attending.
The conference was presented by Comrade Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Committee, on the main contents and focus of the implementation of the summary of Resolution No. 18-NQ/TW. Accordingly, after 7 years of implementing Resolution No. 18-NQ/TW, with the great efforts and determination of the Central Committee, Party committees and organizations at all levels, especially the leaders, the organization and implementation of the Resolution have achieved a number of important results, initially creating positive changes, improving the effectiveness and efficiency of the operations of agencies, units and organizations in the political system.
However, the arrangement of the apparatus is still not synchronous, not comprehensive, not linked to streamlining the payroll, restructuring and improving the quality of the staff, civil servants and public employees. The apparatus is still cumbersome, with many levels and many focal points; the functions, tasks, powers and working relationships of many agencies, units and organizations are unclear, still duplicated and overlapping.
Faced with the requirements and tasks of the new development period, the country entered a new era, the era of national growth, the Party Central Committee and the Politburo reached a high consensus with strong political determination to implement the policy of early and comprehensive summary of Resolution 18-NQ/TW in the entire political system.
In particular, determining the summary of Resolution 18-NQ/TW is a particularly important task, a revolution in streamlining the organizational apparatus of the political system, requiring a very high level of unity in awareness and action throughout the Party and the entire political system. Party committees, party organizations, agencies, units, levels, sectors, first of all, leaders and heads need to be exemplary, proactive, implement with the highest determination, act decisively in performing assigned tasks in the spirit of "running while lining up", "The Central does not wait for the provincial level, the provincial level does not wait for the district level, the district level does not wait for the grassroots level"; identifying priority contents and tasks and coordinating smoothly in implementation, determined to complete the streamlining of the organizational apparatus of the political system in accordance with the set goals, requirements and progress.
Also at the conference, National Assembly Chairman Tran Thanh Man presented the topic "Solutions to remove institutional bottlenecks and bottlenecks"; Prime Minister Pham Minh Chinh presented the topic "Socio-economic situation in 2024, solutions to accelerate socio-economic development in 2025".
Speaking at the conference, General Secretary To Lam affirmed: Vietnam has enough power and strength, enough will and determination to enter a new era, an era of striving to develop the nation richly and strongly. The General Secretary emphasized: Streamlining the organization of the political system "is a very urgent issue, must be done, the sooner it is done, the more beneficial it is for the people and the country". This issue has been raised by many Party Congresses from previous terms, especially the 12th Congress up to now. However, this is a difficult issue, "even very difficult because when streamlining the apparatus, it will involve thoughts, feelings, aspirations and affect the interests of some individuals and organizations". However, we still have to proceed because to have a healthy body, sometimes we have to take bitter medicine, have to endure pain to have surgery for tumors.
The General Secretary requested that all levels and sectors from the central to the grassroots level must be determined to implement this policy. This is a revolution in streamlining the apparatus of the political system, not just a matter of scale or quantity, but more deeply, it must create qualitative changes in the operation of the political system. The Central does not wait for the provincial level, the provincial level does not wait for the district level, the district level does not wait for the grassroots level; the Central sets an example, the localities respond. Agencies propose new models in December 2024; report to the Central on plans to arrange and perfect the apparatus of the political system in the first quarter of 2025.
The General Secretary requested strict implementation of the principle that one agency performs many tasks, one task is assigned to only one agency to preside over and take primary responsibility; thoroughly overcome the situation of overlapping functions and tasks, division in areas and fields; agencies and organizations that have been initially arranged must also review and propose internal rearrangements; resolutely eliminate intermediary organizations.
The General Secretary requested that the new apparatus must be better than the old one and be put into operation immediately; there must be no interruption in work, no time gaps, no areas or fields left vacant; and no impact on the normal activities of society and the people.
Streamlining the organizational apparatus goes hand in hand with streamlining the payroll and restructuring the team of qualified and capable staff. Streamlining "does not mean mechanically cutting down, but rather eliminating unnecessary positions, reducing ineffective work, thereby focusing resources on key areas and truly deserving and suitable people".
Regarding removing bottlenecks for the country to "take off", the General Secretary requested further institutional breakthroughs, removing all difficulties, obstacles, and bottlenecks to unblock all resources and strongly reform administration, creating a favorable environment for development. The General Secretary requested localities to consider and think on their own land to creatively develop. Cadres and Party members should uphold their sense of responsibility, set an example in performing their tasks in the spirit of putting the common interest above all, boldly innovating, creating, making breakthroughs, and bravely sacrificing for the country's development.
