From September 18 to 19, 2023, at the invitation of the Department of Industry and Trade of Khammouane Province (Lao PDR), with the consent of the Standing Committee of the Provincial Party Committee and the People's Committee of Quang Binh Province, the Delegation of the Department of Industry and Trade of Quang Binh Province (Socialist Republic of Vietnam), led by Mr. Pham Quang Hai - Director of the Department and leaders of departments and units under the Department of Industry and Trade of Quang Binh Province visited and worked at the Department of Industry and Trade of Khammouane Province. Mr. Bun Hom Muc Da Sac - Director and the leadership of the Department of Industry and Trade of Khammouane Province, warmly welcomed the Delegation of the Department of Industry and Trade of Quang Binh Province with friendship and comradeship.
On the afternoon of September 19, in Tha Khec town, Khammouane province, the delegations of the two provinces held talks; also attending were representatives of leaders of relevant departments, branches, business associations and more than 20 enterprises with cooperative relations, import and export of goods between Khammouane province and Quang Binh province.

At the conference, the two sides exchanged and informed each other about the situation and results of border trade cooperation in recent times.
Accordingly, implementing the contents signed in the memorandum of understanding of the Trade Development Cooperation Conference between the high-ranking delegation of Quang Binh province and the high-ranking delegation of Khammouane province signed on December 17, 2021 and the Minutes of the Talks between the Department of Industry and Trade of Quang Binh and the Department of Industry and Trade of Khammouane on September 26, 2022, the cooperation and promotion activities for border trade development between the two provinces have achieved many important results, in line with the potential and strengths of each side.

Import-export and immigration activities through the pairs of border gates passing through Quang Binh province are quite active, with import-export turnover increasing over the years. In 2022, import-export turnover through Chalo International Border Gate reached 1,692 million USD, an increase of 10.2% compared to 2021 (of which export reached 150 million USD, import 321 million USD and transit 1,220 million USD); In the first 8 months of 2023, import-export turnover reached 1,386 million USD, an increase of 4.8% over the same period (of which export reached 78 million USD, import 217 million USD and transit 1,091 million USD). Exported goods are mainly agricultural products, wood chips, consumer goods, construction materials, limestone, clinker, etc.
Imported goods: machinery and equipment, livestock, poultry, agricultural products, fertilizers, gypsum, and transit goods: fruits of all kinds, potash fertilizers, copper ore, tin ore, iron ore, electronic components, etc.
After discussions, the Departments of Industry and Trade of the two provinces agreed on many contents of the cooperation agreement in the coming time. At the same time, the leaders of the Departments of Industry and Trade of the two provinces agreed on the contents of the memorandum of understanding on cooperation in developing border trade.
Specifically, the two sides agreed to continue promoting the implementation of the Border Trade Agreement between the Governments of the Lao People's Democratic Republic and the Government of the Socialist Republic of Vietnam; agreed on the policy of reporting to the leaders of the two provinces on the implementation of the organization of rotating meetings between the two Departments of Industry and Trade (once a year) to inform the operation situation and evaluate the results as well as cooperation proposals. At the same time, rotate trade promotion activities, trade conferences, supply-demand connections, and exhibitions to connect and promote the consumption of Quang Binh province's products in the Lao market and vice versa;
Notably, the two sides agreed to prioritize investment in completing infrastructure serving import and export activities at border gate areas, creating favorable conditions for businesses on both sides to develop import and export activities and logistics services.
The leaders of the two Departments of Industry and Communications also encourage and create conditions for businesses and economic organizations of each side to come to explore the market, cooperate in investment and development of industry and trade such as energy, wood processing, mineral exploitation, industrial sewing, etc. to create favorable conditions for businesses of both sides to operate, promote trade of goods through border gates;
In addition, strengthen coordination between functional forces at the border gates: police, border guards, quarantine, customs, economic zone management boards, etc. to continuously improve institutions and administrative procedures to create favorable conditions for businesses of the two provinces and people to exchange goods, import and export, strengthen the fight against smuggling, counterfeit goods, and fake goods, promote cooperation in trade promotion, connect and promote the consumption of products of Quang Binh province in the Lao market and vice versa; propose the authorities of the two provinces and central agencies to prioritize investment and improve infrastructure to serve import and export activities and border trade between the two provinces.
