On December 25, the Quang Nam Provincial Party Committee held an expanded conference (term 22) to review the implementation of Resolution No. 18 in the locality; at the same time, discuss and give opinions to approve the overall project on innovation and reorganization of the provincial and district-level apparatus.
At the conference, Secretary of the Quang Nam Provincial Party Committee Luong Nguyen Minh Triet said that after 7 years of implementing the resolution, Quang Nam has reduced 6 focal points within the advisory and support agencies of the Provincial Party Committee; reduced 14 focal points of the Fatherland Front and socio- political organizations of the province and reduced 81 focal points of the provincial and district-level government.
Up to now, Quang Nam has streamlined 6,393 positions in the entire political system (15% of civil servant positions and 20% of public employee positions) achieving the resolution's target.
According to the plan to reorganize and streamline the apparatus, Quang Nam will soon merge provincial-level agencies, reducing 8 party groups, 3 executive committees, 1 party committee; 8 provincial-level agencies and units; 68 organizations within departments, branches, and units under the Provincial People's Committee; 6 public service units under the department and is expected to reduce 16 departments within the Department and equivalent.
For the specialized agencies of the Provincial People's Committee, there will be 5 departments arranged according to the direction of the Central Steering Committee and one additional provincial department, the Department of Foreign Affairs.
At the district level, 34 district-level professional departments will be reduced and at least 5 district public service units will be reduced.
“The task of streamlining and streamlining the organizational apparatus is difficult and sensitive, directly affecting the interests and thoughts of each person in each organization. Therefore, it requires each cadre and employee to have solidarity, unity, consensus, high determination, courage and the ability to sacrifice personal interests for political tasks and common interests,” emphasized the Secretary of the Quang Nam Provincial Party Committee.
According to Mr. Triet, the organization and apparatus must be reorganized objectively, democratically, scientifically, and receptively. Decentralization and delegation of power to localities must be strongly combined with coordination, inspection, and supervision. Digital transformation must be promoted; focusing on the prevention and fight against corruption, waste, and negativity...
At the same time, strictly implement the principle of one agency taking charge of many tasks, one task is assigned to only one agency to preside over and take primary responsibility; thoroughly overcome the overlapping of functions and tasks, division of areas and fields, and many cumbersome intermediary organizations.
"There needs to be an effective mechanism to screen and remove from work those who lack the qualities, abilities, and prestige, and a policy to attract and employ those with outstanding abilities," Mr. Triet emphasized.
