Quang Nam: 5.8km road project still not completed after 8 years

(PLVN) - The main road project to the expanded Tam Thang Industrial Park (Tam Ky City, Quang Nam) was invested with 230 billion VND, implemented since 2017, but after 8 years, it is still "stuck" for more than 1km due to land acquisition and lack of capital.

After 8 years, there is still not enough land for construction.

The project to build the main road to the expanded Tam Thang Industrial Park is located in the communes of Tam Thang (Tam Ky city), Tam Dan (Phu Ninh district) and Binh Nam (Thang Binh district). It is expected to be a key traffic project connecting Tam Thang Industrial Park with National Highway 1A and the coastal road Vo Chi Cong.

The total length of the route is 5.8km, planned with 4 lanes, with an investment capital of 230 billion VND from the central budget with targeted support. The project implementation period is from 2017 to 2024. The project is invested by the Quang Nam Provincial Economic Zones and Industrial Parks Management Board (IPB). The consulting unit is the Provincial Traffic Construction Investment Project Management Board (CTGTB).

After 8 years of implementation and construction, the project has only completed about 4.6km. The remaining part of more than 1.1km in Tan Thai village (Tam Thang commune) has not yet been cleared.

The main road to Tam Thang Industrial Park has been under construction for many years but is still not completed.

According to PLVN, the section bordering Vo Chi Cong Street has completed a connection of about 1km. However, the area bordering Tam Thang Commune is deserted, with overgrown trees, a place that should have been handed over to the construction unit many years ago.

Mr. Le Van Su (residing in Tan Thai village) said that in 2016, the construction unit inventoried the land and assets on the land, but to date his family has not received compensation. In 2022, the authorities continued to inventory again but still did not announce the price or resettlement plan.

A representative of another household affected by the project reflected: “The project has been dragging on for too long, causing my house to be “suspended” without any repairs because it is located in a planning area. Every rainy and stormy season, the whole family is worried because the house has seriously deteriorated.”

Faced with the prolonged delay in the project's construction, voters of Tam Ky City have repeatedly sent petitions to the Provincial People's Council, requesting the Quang Nam Provincial People's Committee to direct more drastic measures to complete the remaining part of the road, and at the same time install a lighting system to ensure traffic safety for people traveling at night.

Chairman of Tam Thang Commune People's Committee, Mr. Nguyen Quoc Su, said that so far, 44/59 affected cases have been paid, while dozens of plots of land have not been recovered. Resettlement arrangements are also facing difficulties due to insufficient land funds. "We are coordinating with the Provincial Land Fund Development Center to complete the documents and issue decisions to recover land for the remaining households. The goal is to soon have a clean site to hand over to the construction unit," Mr. Su said.

There are still many problems

According to the Industrial Park Management Board, the remaining budget for site clearance is currently about 17 billion VND, but due to being transferred to another project, there is no source of capital to continue implementation. The unit has sent a document requesting the Provincial People's Committee to adjust the project implementation time to 2025, and at the same time, supplement the budget to continue construction of the remaining part.

Mr. Hoang Chau Son, Deputy Head of the Industrial Park Management Board, added that the unit has proposed the Provincial People's Committee and the Department of Finance to supplement capital sources for construction implementation, and at the same time complete the procedures for adjusting the investment policy according to regulations. "The current project route opening depends largely on site clearance work, and to do that, we need funding," said Mr. Son.

Meanwhile, the project management consulting unit, the Traffic Management Board, said that the project still has some other problems. For example, the actual area of the land plots is different from the land use right certificates, leading to the need to re-measure from the beginning. The resettlement land fund in the area is not available, so arranging new housing for people whose land is recovered is also difficult. In addition, the compensation price is also a major obstacle due to fluctuations in land prices in the market. This unit is coordinating to review, adjust and issue appropriate prices, ensuring the rights of people whose land is recovered.

The project still has more than 1.1km of land acquisition and clearance not completed.

Some opinions say that, as the main route leading to Tam Thang Industrial Park, a key industrial area in the East of Quang Nam province, the delay in implementing this project will greatly affect the local socio -economic development strategy. Therefore, the local government needs to have more fundamental solutions and direct more drastic measures to remove obstacles in terms of land, finance and legal procedures so that the project can be completed soon.
