Quang Ngai proposes a series of policies for the National Oil Refinery and Energy Center

The People's Committee of Quang Ngai province has proposed a series of mechanisms and policies to build a national oil refinery, petrochemical and energy center in Dung Quat Economic Zone under the authority of the National Assembly, the Government and the Prime Minister.

Quang Ngai province has proposed a series of policy mechanisms to promote the development of the National Oil Refinery and Energy Center in Dung Quat Economic Zone.

These proposals are divided into two groups: those under the National Assembly 's decision-making authority and those under the Government's decision-making authority.

Specifically, the People's Committee of Quang Ngai province proposed three groups of policies under the authority of the National Assembly to consider and decide to ensure "special, distinct" requirements and breakthroughs to attract investment and promote the development of the National Oil Refinery and Energy Center in Dung Quat Economic Zone.

In the Financial Policy Group, the first policy proposed by the People's Committee of Quang Ngai province is that every year, the central budget will supplement the Quang Ngai provincial budget with a target of 60% to 70% of the increase in revenue from export and import activities compared to the estimate assigned by the Prime Minister.

The second policy is that investors are allowed to advance investment capital to build technical infrastructure systems, resettlement area infrastructure and other important related works outside the Center's boundaries.

The third policy is to support counterpart capital from the central budget.

According to the People's Committee of Quang Ngai province, the authority to issue these policies is the National Assembly in the form of a Resolution of the National Assembly (Legal document). The agency in charge of these proposals is the People's Committee of Quang Ngai province and the agency to appraise and submit will be the Ministry of Finance on behalf of the Government.

Still under the authority of the National Assembly but under the Human Resources Policy Group, administrative procedures have 2 policies.

Specifically, the People's Committee of Quang Ngai province proposed visa exemption for foreigners working at enterprises headquartered in the Center; accompanying family members are eligible for visa exemption; temporary residence cards are issued to experts and managers working in the Center, with a validity of 10 years.

Next is the proposal for the Government to submit to the National Assembly a list of potential projects in the energy and petrochemical sectors that are entitled to special investment incentives and support as prescribed in Article 20 of the 2020 Investment Law and Clause 6, Article 20 of Decree No. 31/2021/ND-CP dated March 26, 2021 of the Government detailing and guiding the implementation of a number of articles of the Investment Law; to apply special investment procedures as prescribed in "Article 36a. Special investment procedures" of Law No. 57/2024/QH15 dated November 29, 2024 on amending the Law on Planning, the Law on Investment, the Law on Investment under the public-private partnership model and the Law on Bidding.

Regarding the Policy Group under the authority of the Government and the Prime Minister for consideration and decision, the People's Committee of Quang Ngai province proposed 2 specific policies for the development of technical infrastructure (transportation, specialized seaports, electricity and water...) and the Research and Development Center (R&D) serving the development of the National Oil Refinery and Energy Center in Dung Quat Economic Zone under the authority of the Government for consideration and decision. There is also 1 policy under the authority of the Prime Minister for consideration and decision.

The establishment of the National Refinery, Petrochemical and Energy Center in Dung Quat Economic Zone is considered not only a simple project but has been mentioned many times and determined to play a key role in the goals and directions for developing key industries, as well as in the development orientation of dynamic economic zones of the Quang Ngai Provincial Planning for the period 2021-2030, with a vision to 2050.

In addition, the National Petrochemical and Energy Center in Dung Quat Economic Zone also closely follows the National Energy Master Plan for the 2021-2030 period, with a vision to 2050, especially in the development orientation of the oil and gas processing sector, affirming the important role of the Center in ensuring national energy security and optimizing the energy industry value chain.

This close integration not only ensures the legality and solid foundation for the implementation of the Center but also facilitates resource mobilization, investment attraction and sustainable socio-economic development.
