The People's Committee of Quang Ngai province and the Vietnam General Confederation of Labor (VGCL) have just met to discuss and agree on a number of contents on investment in the construction of the Trade Union Social Housing Project in Quang Ngai province.
In November 2023, the People's Committee of Son Tinh district approved the 1/500 scale planning of the Trade Union Institutional Area in Quang Ngai with a total area of more than 4 hectares in Tinh Phong commune.
To implement the Government's social housing goals, the Vietnam General Confederation of Labor proposed that Quang Ngai province allocate part of the land of the approved project to build the above social housing.
The project has a total capital of about 640 billion VND, near the largest industrial parks in the province, VSIP, Tinh Phong and Dung Quat Economic Zone. The social housing area is about 2 hectares wide, including 750 apartments, parking lots and a system of flower gardens, green trees, technical infrastructure works... to accommodate about 2,500 residents.
"If Quang Ngai province creates all favorable conditions, it is expected that in October 2025, the Trade Union Social Housing Project in Tinh Phong commune will start construction. Initially, about 2 hectares will be built, and the completion time will be about 6-9 months" - Head of the Trade Union Institutional Project Management Board (Vietnam General Confederation of Labor) Le Van Nghia said.
At this working session, Vice Chairman of Quang Ngai Provincial People's Committee Tran Phuoc Hien hoped that the Vietnam General Confederation of Labor would continue to pay attention and develop the remaining 2 hectares that have been planned for social housing construction. The province pledged to create all favorable conditions for investors to implement social housing construction.
The entire Quang Ngai province currently has over 115,000 workers, civil servants, and laborers working in agencies, units, and enterprises with grassroots trade unions under the management of the Provincial Federation of Labor.
If successfully implemented, this will be the first social housing project in the province, contributing to stabilizing the lives of many workers and laborers.
Quang Ngai is strongly developing industry, creating jobs for many workers, the need for social housing will become more urgent in the coming time when major projects such as VSIP II, Hoa Phat Dung Quat Steel Complex (phase 2) ... are completed and put into operation.
In fact, in previous years, some investors proposed to build social housing in Quang Ngai. However, after calculating the construction costs and the selling price for workers, investors were cautious. Because selling at a high price would cause difficulties for low-income people, and selling at a suitable price would not cover the investment costs.
Striving to achieve the target of 6,300 social housing units, Quang Ngai has drafted a resolution to submit to the Provincial Party Committee Standing Committee for comments, for the Provincial People's Council to approve in the upcoming session, with the content of supporting each social housing project with a maximum of 10 billion VND to build infrastructure and invest in technical infrastructure systems within the project scope, including traffic, public lighting, water supply and drainage, waste management, environmental sanitation and 100% of site clearance costs.
The purpose of the above policy is to increase the ability to attract investment in social housing projects, contributing to reducing selling and rental prices... to suit the payment of low-income people and workers in the province.
Recently, on February 9, Prime Minister Pham Minh Chinh had a working session with Quang Ngai and emphasized that building social housing in the province is very necessary, creating the best conditions for low-income workers to continue working.
At the same time, the Prime Minister assigned the target that by 2030 the province must attract and build 6,300 social housing units, including 1,500 units in the 2022-2025 period and 4,800 units in the 2026-2030 period.
