Direction and administration of the Provincial People's Committee in 2025

In 2025, the Provincial People's Committee has focused on thoroughly grasping and directing all levels, sectors and localities to resolutely implement the Resolutions of the Government , the Conclusions of the Provincial Party Committee and the Resolutions of the Provincial People's Council; synchronously, promptly and effectively implementing tasks and solutions for socio-economic development to strive to achieve the growth target of 10% or more in 2025. At the same time, the Provincial People's Committee has focused on directing the work of streamlining the apparatus, rearranging administrative units at all levels and building a two-level local government organization model in accordance with the Central Government's policy.

After the reorganization, Quang Ngai province has 96 commune-level administrative units, including 86 communes, 09 wards and 01 special zone; 14 provincial-level specialized agencies have been established. The organization and operation of specialized agencies under the Provincial People's Committee and the Commune-level People's Committees have gradually stabilized. The two-level local government model has initially been operated synchronously and effectively, ensuring compliance with the Central's direction and orientation, without interruption and without missing tasks.

In the process of direction and administration, the Provincial People's Committee always closely follows the direction of the Government, the Prime Minister, the Provincial Party Committee and the Provincial Party Committee Standing Committee; proactively grasps the situation, identifies difficulties, closely follows reality, promptly has solutions to handle major, urgent tasks and arising problems. The work of inspecting and urging the implementation of tasks and solutions in all fields has been strengthened.

The implementation of the Working Regulations of the Provincial People's Committee ensures principles, responsibilities and work handling procedures on the basis of strict compliance with discipline, administrative discipline, and in accordance with reality. The Chairman and Vice Chairmen of the Provincial People's Committee regularly urge agencies, units and localities to perform tasks within the scope of assigned authority. Members of the Provincial People's Committee proactively grasp the situation, innovate leadership methods, be flexible in organizing implementation and promptly handle important and urgent issues that arise.

Socio-economic achievements

In 2025, despite many difficulties, with the support of the Central Government and the solidarity and efforts of the entire political system, along with the companionship of businesses and people, Quang Ngai has achieved many positive results in all fields. The results are clearly demonstrated through the completion of all 24/24 main socio-economic targets in 2025, of which 06 targets exceeded the plan.

The GRDP growth rate is estimated to reach over 10% compared to 2024; the total state budget revenue in 2025 is estimated to reach 100% of the central budget estimate, equal to 104.2% compared to 2024, marking the 5th consecutive year of completing and exceeding the assigned estimate. GRDP per capita reaches about 4,042 USD/person, exceeding the plan. The industrial structure has shifted in the direction, accounting for about 35% of the economic scale; the processing and manufacturing industry continues to play a key role and is a bright spot in the province's industrial development. The agriculture, forestry and fishery sector maintains good growth. Total social investment capital in 2025 is estimated to reach more than 82 trillion VND, an increase of 14.7% compared to the plan.

The province has approved the investment policy to bid and auction 09 projects with a total investment capital of nearly 86 trillion VND; 1,185 newly registered enterprises with a total registered capital of more than 5.8 trillion VND.

Cultural and social activities were implemented synchronously and effectively; the epidemic situation was well controlled; about 17,000 workers were employed. Poverty reduction and social security policies continued to be implemented. The movement of the whole people uniting to build a cultural life was promoted; cultural values were preserved and promoted; the program to eliminate temporary and dilapidated houses was completed as planned.

Administrative procedure reform continues to be promoted; digital transformation is focused; administrative discipline and order are strengthened; Project 06 is effectively implemented. The province's reporting information system has connected 100% of reporting regime indicators with the Government's reporting information system; the video conferencing system has connected to 100% of commune-level People's Committees. Regimes and policies for cadres, civil servants and public employees are implemented promptly; especially the settlement of regimes for people who retire early and quit their jobs in accordance with regulations. National defense and security are ensured, social order and safety are maintained.

Key tasks in direction and operation in 2026 and the period 2026 - 2030

Entering 2026 and the period of 2026 - 2030, besides the advantages, the province will face many difficulties and challenges. To complete the development goals, the Provincial People's Committee will continue to direct and operate decisively and synchronously the key tasks and solutions, including the goal of striving for an average GRDP growth rate of 10%/year or more in the period of 2026 - 2030 and striving to make Quang Ngai a fairly developed province by 2030, an important growth pole of the Central Highlands region.

Continue to effectively implement the 04 Resolutions of the "Four Pillars", 03 Resolutions of the Politburo on health, education and national energy security; implement the Resolution of the 14th National Congress of the Party, the Resolution of the 1st Provincial Party Congress for the 2025 - 2030 term, along with resolutions, conclusions and action plans of the Provincial Party Committee and the Provincial Party Committee Standing Committee. The Provincial People's Committee resolutely and promptly implements the Resolutions of the Government and the Provincial People's Council on socio-economic development; strengthens the removal of difficulties, creates a favorable environment for investment and production and business activities; strives to complete the highest targets of the socio-economic development plan for 2026 and the 2026 - 2030 period.

At the same time, strictly implement the Working Regulations of the Provincial People's Committee; enhance the sense of responsibility of cadres, civil servants and public employees; encourage and protect dynamic, creative cadres who dare to think and dare to do for the common good. The Provincial People's Committee issues an annual key work program, closely following the work program of the Provincial Party Committee, the Provincial Party Committee Standing Committee and the Provincial People's Council; regularly review, urge and strictly handle units and localities that are slow or do not complete their tasks.

Continue to evaluate and overcome arising shortcomings, ensuring the two-level local government model operates effectively. The Provincial People's Committee will focus on implementing key tasks in 2026; renewing the growth model, restructuring the economy; developing industry in depth and modernly; developing diverse types of services and high-quality service products; developing tourism; developing agriculture, forestry and fisheries effectively and sustainably; developing synchronous and modern infrastructure; developing urban areas, building new rural areas; improving the investment environment; mobilizing and effectively using resources; developing culture and society; improving people's lives; managing and effectively using resources and protecting the environment; responding to natural disasters; adapting to climate change; strengthening state management; promoting administrative reform and digital transformation; ensuring national defense and security; improving the effectiveness of internal and external affairs.
