Attending the meeting were Central Committee members: Ho Van Nien, Secretary of the Quang Ngai Provincial Party Committee; and Duong Van Trang, former Secretary of the Provincial Party Committee and former Chairman of the People's Council of the former Kon Tum province.
In his opening remarks at the session, Comrade Nguyen Duc Tuy, Deputy Secretary of the Provincial Party Committee and Chairman of the Quang Ngai Provincial People's Council, emphasized that, despite many difficulties and challenges, with the spirit of unity and effort of the entire political system, the business community, and the people of the province, the socio-economic situation of Quang Ngai continues to maintain stability, with some areas experiencing positive development; social welfare is ensured; and national defense, security, and social order and safety are maintained.
The province's Gross Regional Domestic Product (GRDP) is estimated to reach VND 92,813 billion in 2025, representing an estimated growth of 10.02%; the average growth rate for the period 2021-2025 is 7.3% per year, ranking 10th out of 34 provinces and cities nationwide.
The reorganization of administrative units and the implementation of the two-tiered local government model were carried out urgently and completed on schedule, leaving no tasks unfinished during the transition period. The administrative reform index, the effectiveness of public administration and governance, and the provincial competitiveness index improved.
In particular, with the joint efforts and cooperation of the Provincial People's Committee in leading and directing socio-economic development, national defense, and security, in 2025, the Provincial People's Council actively, proactively, and flexibly organized 16 sessions, considering, discussing, and voting on 159 resolutions within its authority.
“The resolutions that have been adopted have been effective, contributing to the successful achievement of the province’s socio-economic development goals and tasks. In particular, specific mechanisms and policies have promptly addressed difficulties and obstacles, removing major bottlenecks for socio-economic development,” Comrade Nguyen Duc Tuy affirmed.
The head of the Quang Ngai Provincial People's Council stated that, after the merger, Quang Ngai has vast development space and diverse development potential, combining the strengths of the marine economy, forest economy, industry, tourism, and agriculture, along with the advantage of the Bo Y international border gate, creating a new growth pole connecting the coastal and Central Highlands regions.
Despite its many potentials and advantages, Quang Ngai faces numerous challenges such as: unsustainable economic development; many sectors and fields have not developed in proportion to their potential, especially tourism, services, and urban areas; the system of planning, investment, and development plans has not been fully adjusted and interconnected; climate change is causing increasingly serious adverse impacts; and socio-economic bottlenecks have not been thoroughly addressed.
“In response to increasingly high demands, Quang Ngai province has specifically defined goals and tasks for the coming period. Therefore, at this session, the delegates of the Provincial People's Council need to focus on discussing and deeply analyzing the context and characteristics of socio-economic development for the 5-year period 2020-2025, assessing the achievements and lessons learned, the limitations, difficulties, and obstacles that need to be overcome, and the challenges that must be addressed; identifying objective and subjective causes and drawing valuable practical lessons.”
"Based on that, consider and decide on the overall goals, basic and important indicators, and tasks and solutions for socio-economic development in 2026 and the five-year period 2026-2030," Comrade Nguyen Duc Tuy requested.
