Quang Ninh spends more than 1,700 billion VND to implement school milk support policy

At the 33rd Session (special session) held on November 14, the People's Council of Quang Ninh province passed a Resolution on regulations on supporting school milk for preschool children and primary school students studying at educational institutions in the province from the 2025-2026 school year to the 2030-2031 school year. The total amount of provincial budget expected to be spent on the school milk support policy is about 1,725 ​​billion VND.

Chairwoman of the Quang Ninh Provincial People’s Council Trinh Thi Minh Thanh requested relevant departments and branches to promptly issue guiding documents to synchronously and substantially implement resolutions on social security policies. She emphasized the need to quickly put the policy of supporting school milk for preschool and primary school students into practice.

The school milk support policy aims to improve the physical strength and nutritional status of preschool and primary school children in the province. According to regulations, preschool and primary school children studying at educational institutions in the province, with the consent of their parents or guardians, will be supported with drinking milk during the days of direct study at school.

The specific support standards are as follows: Nursery children are allowed to drink 110 ml of milk per day; preschool children and primary school students are allowed to drink 180 ml of milk per day. The number of days supported in each school year corresponds to the number of days of direct study, but does not exceed 175 days per school year. The prescribed standard for school milk is sterilized fresh milk that complies with current national technical regulations for liquid products, legal regulations on production conditions, product declaration and has a minimum shelf life of 18 days from the date of manufacture.

Director of the Department of Education and Training of Quang Ninh province Nguyen Thi Thuy presented a policy proposal to support school milk for preschool and primary school students in the province for the period 2025-2030.

Also at the session, the Provincial People's Council passed many important resolutions on social security and economic development. These include: Regulations on tuition fees for preschools, general education institutions, educational institutions implementing public general education programs and tuition support levels for preschool children, general education students, and students studying general education programs in private educational institutions; regulations on giving gifts to social policy beneficiaries and special subjects on the occasion of the Lunar New Year every year. Delegates approved the adjustment of the public investment plan for 2025; the policy of converting forest use purposes to other purposes to implement projects and works in the province in 2025; regulations on business registration fees for business households, cooperatives and cooperative alliances in the period 2026-2030; Regulations on preferential credit policies through the Provincial Social Policy Bank Branch in the province for the period 2026-2030; regulations on policies to support the overcoming of animal epidemics in the province...

Chairwoman of the Provincial People's Council Trinh Thi Minh Thanh requested the Provincial People's Committee to urgently organize the implementation of the resolutions just passed by the Provincial People's Council so that the resolutions of the Provincial People's Council can be implemented quickly, promoting their effectiveness and efficiency in practice. Relevant departments, branches and localities urgently advise the Provincial People's Committee to issue documents adjusting and allocating investment capital, speeding up the disbursement of public investment capital - an important driving force for growth, ensuring the effectiveness of each project, creating a clear breakthrough in the fourth quarter, completing and striving to exceed the 2025 plan targets, especially the economic growth targets, budget revenue and progress of key projects.

Agencies and units continue to improve the effectiveness and efficiency of the two-level local government model, strengthen decentralization and delegation of authority along with inspection and supervision, attach responsibility to leaders; strengthen the grassroots staff, improve the capacity of organization, implementation, management of the area and serving the people. Relevant parties strengthen supervision and urge the implementation, continue to grasp the difficulties, obstacles and bottlenecks in the process of implementing the resolutions of the Provincial People's Council when implementing the two-level local government model; actively propose recommendations to perfect the institutions and improve the quality of activities of People's Councils at all levels in the new term.
