The People's Committee of Quang Ninh province has just issued document No. 639/UBND-GTCN&XD regarding the implementation of three-walled boats operating near the shore in Ha Long Bay.
The three-walled boat is a traditional sailing boat of the coastal inhabitants of northern Vietnam, popular in the Ha Nam island area and the Quang Yen region. The boat has a structure of three planks joined together, with bat-wing-shaped sails dyed brown, notable for its ability to sail against the wind, glide over waves, and maintain good balance.

According to the document, the Quang Ninh Provincial People's Committee agrees with the proposal of the Department of Culture, Sports and Tourism to include this product in the exploitation of tourism services. The activity is within the scope of the coastal routes announced in Decision No. 2119/QD-UBND dated July 19, 2024.
The province has instructed the Department of Construction to direct the Quang Ninh Inland Waterway Port Authority and the Inland Waterway Vessel Registration and Inspection Department to strictly check operating conditions. Vessels will only be licensed when they meet registration and inspection requirements, have safety equipment, and are equipped with GPS tracking devices connected to the management agency.
Operating units must comply with passenger safety regulations, disaster prevention and search and rescue plans. The provincial police, the Ha Long Bay - Yen Tu World Heritage Management Board, and local authorities are tasked with coordinating inspections to ensure security, order, and environmental protection.
In recent days, three boats with red sails have appeared on the bay. According to the plan currently being submitted to the province, the route will be approximately 12km long, starting from the passenger transport terminal of the Water Transport Joint Stock Company near Ha Long 1 market, passing through the Cot 5 beach and returning to the starting point.
There are expected to be 6 trips per day at 8:00 AM, 9:00 AM, 10:00 AM, 2:00 PM, 3:00 PM, and 4:00 PM; each trip lasts approximately one hour. Each boat can carry a maximum of 12 passengers and two crew members.
