
With the goal of affirming its position as the leading locality in the country in digital data management and exploitation by 2030, turning data into strategic assets and core driving forces to realize the goal of becoming a model province of wealth, civilization, modernity, a comprehensive growth pole of the Northern region..., in recent years, the province has continuously prioritized investment resources, building core infrastructure; considering digital transformation as an important pillar to promote sustainable development; promoting digital solutions to optimize production and business to narrow the digital gap and improve people's quality of life.
Up to now, the Provincial Data Integration Center (IDC) has installed and operated a shared information system and is transferring the province's key information systems to the National Data Center; the Intelligent Operations Center (IOC) has basically completed the testing phase; the provincial administrative procedure handling information system has completed infrastructure deployment and trial operation from July 1, 2025 according to the centralized data model, meeting the requirements of the 2-level government model and handling non-territorial administrative procedures.

Regarding data collection, the Provincial Police Department has presided over and coordinated training for departments and branches; the creation of digital data has reached 72.3%, has been fully digitized, and is ready for integration and exploitation on the network environment. National databases such as land, civil status, education and training, health, agriculture , finance, tourism, etc. are continuing to be completed, supplemented, and partially provided to the National Data Center.
Regarding security and safety, the province is currently implementing a plan to build a Cyber Security Center; has completed the draft investment approval report for the "Quang Ninh Province Cyber Security Center Project", ensuring all technical components, synchronous integration with the Provincial Police Command Center and data sharing connection with the National Cyber Security Center. Strengthening the cyber security incident response team and arranging information technology officers in departments, branches, sectors and 54 localities...
At the meeting, based on existing data platforms and long-term strategic development goals, delegates spent time reviewing and proposing additions to the province's development orientations with the goal of successfully creating a smart digital government, operating on data, a comprehensive digital economy and a civilized digital society with people as digital citizens. The province has achieved autonomy and mastery of strategic technology platforms.

Major General Nguyen Ngoc Cuong, Deputy Director of the National Data Center, affirmed: Quang Ninh's proactiveness and prioritization of investment resources for digital transformation, building a methodical, creative, drastic, and synchronous digital data management and exploitation strategy... is a concrete step to realize the 2024 Data Law, a typical example and model in implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation, and national digital transformation.
Data not only serves state management and public service provision, but also supports the promotion of the innovation ecosystem. Therefore, continuing to improve institutions, infrastructure and shared data platforms, ensuring synchronization, interconnectivity, and effective connection with national data systems is an effective solution for sustainable development.
To promote data creation to serve comprehensive digital transformation under the direction of the Prime Minister, he suggested that Quang Ninh be the focal point, core, and typical locality to build a model in the work of building local databases.

Comrade Nguyen Van Cong, Vice Chairman of the Provincial People's Committee, thanked the Central Government for its trust in choosing Quang Ninh as a typical locality in implementing a model in building a local database.
Quang Ninh is focusing on completing the province's data strategy as soon as possible. He requested that central ministries and branches soon issue a data strategy, clearly defining the responsibilities of ministries, branches and localities in building databases. Support the province in implementing development plans; arrange focal points, assign specialists to guide data connection to the National Data Center; maintain regular exchanges, promptly supplement and detect bottlenecks for the province to adjust and serve national data. At the same time, build specialized data application projects such as smart tourism platforms, Blockchain for product traceability, AI applications in forecasting aquatic diseases, natural disasters, climate change, etc.
Departments, branches and localities in the province need to closely coordinate with the National Data Center, relevant ministries and branches to develop a legal framework, policies, regulations and governance models to coordinate and monitor all data activities in the province...
