A meaningful policy
Besides the joy of tuition-free education and access to fresh milk at school, from the 2026-2027 school year, students in Quang Ninh province will continue to receive another meaningful policy: free textbooks.
With this policy, Quang Ninh became one of the first localities in the country to implement widespread textbook support for students.
The policy also demonstrates how the province places education at the center of its human development strategy, in line with the spirit of Resolution 71-NQ/TW of the Politburo on the development of education and training.
According to the Ministry of Education and Training's guidelines, the policy of free textbooks will be implemented nationwide starting from the 2029-2030 school year.
However, for localities with sufficient budget, early implementation is encouraged to gradually realize the goal of building a learning society and ensuring that all citizens have equal opportunities to access knowledge.
Based on that spirit, the Provincial People's Council issued Resolution No. 93/2025/NQ-HĐND dated December 16, 2025, stipulating a number of support policies for preschool, general education, and continuing education institutions in the province for the period from the 2025-2026 school year to the 2030-2031 school year.
A key highlight of the Resolution is that, starting from the 2026-2027 school year, high school students and continuing education students at the high school level studying at educational institutions in the province will receive a free set of textbooks compiled by the Ministry of Education and Training to support their studies.
The budget is approximately 80 billion VND per school year.
With approximately 290,000 students and trainees in continuing education programs throughout the province, the estimated cost for implementing this policy is around 80 billion VND per academic year.
That figure not only reflects the scale of investment in education but also clearly demonstrates the province's commitment to ensuring that no student lacks textbooks to attend school.
Textbooks are the most basic learning tools, therefore providing them free of charge is an important step in narrowing the gap in access to education between regions, between urban students and students in disadvantaged areas, mountainous regions, and islands.

When students are provided with all the necessary textbooks right from the beginning of the school year, they will have better learning conditions, eliminating the problem of textbook shortages, delays in receiving textbooks, or having to use old textbooks temporarily.
For students, free textbooks also become a practical source of encouragement, helping them to be more confident on their learning journey.
Notably, Quang Ninh's policy of providing free textbooks is not only aimed at immediate support but is also organized in a way that ensures efficient and long-term use.
Accordingly, the province will provide funding for educational institutions to equip school libraries with textbooks. Students and teachers can borrow books for use during the school year or semester, then return them for continued management and reuse in subsequent courses.
The shared library model not only helps optimize budget resources but also contributes to fostering a sense of responsibility for preserving and protecting books among students.
Each book, therefore, not only possesses material value but also serves as a bridge of sharing and community responsibility.
It is evident that, from tuition fees and school milk programs to free tuition and free textbooks, Quang Ninh is proactively building a comprehensive education policy, in which students are truly placed at the center.
These policies not only ease the burden on parents but also expand equal learning opportunities for all students. And along that journey, each page of a book contains more than just knowledge.
It is also an expression of trust, a way for the province to invest in the future in the most fundamental way, ensuring that all students have the opportunity to receive a full, fair, and humane education.
