Quang Ninh province officially operates a two-level health system with a more streamlined apparatus and more modern management. From commune, ward, and special zone health stations to regional general hospitals, all activities on the first day of operation took place in an orderly and smooth manner; ensuring increasingly better medical examination, treatment, and health care for the people.

Today is the first day that female doctor Hoang Thi Ly comes to take up her new assignment at the Mong Cai 2 Ward Medical Station. Born in 1997, transferred from Mong Cai Medical Center to the station to strengthen grassroots health care, for doctor Ly, this is both a task and an opportunity for her to maximize her capacity and youth, and together with her colleagues at the station, improve the capacity to examine and treat diseases, manage health, and provide the best care for people right at the grassroots level.
Doctor Hoang Thi Ly said: Today is my first day of work at the Mong Cai 2 Ward Health Station. Right from the first hours of work, I clearly felt that this is the place closest to the people, playing a very important role in the grassroots health system. I am deeply aware of my responsibility and will try my best, work wholeheartedly to take better care of the health of the people in the area, and at the same time contribute to improving the quality of the health station's operations.

Along with Dr. Hoang Thi Ly, Mong Cai Ward Health Station has 5 officers and doctors transferred from the health center, bringing the total number of officers, doctors and staff working at the station to 22 people, including 4 doctors. The increase in qualified and professional human resources will certainly create positive changes in the activities of Mong Cai Ward 2 Health Station. The increased number of officers and doctors will not only help improve the quality of initial medical examination and treatment for people, but also contribute to the effective implementation of preventive medicine programs and community health management right at the grassroots level.
Mr. Hoang Van Khai, Mong Cai 2 Ward, excitedly said: Today, when we came to the ward health station for a check-up, we were very happy to see that there was a new doctor working. Having a doctor right at the facility, we feel much more secure, because we only need to go to the station near our home to be examined, consulted, and treated promptly; only when the disease is serious will we have to transfer to a higher level. We, the people, really hope that in the near future, the health station will be upgraded, repaired to be more spacious, and invested in more modern equipment so that medical examination and treatment for the people will be more convenient and effective.

Today, the 3 medical centers: Mong Cai, Hai Ha and Dam Ha after the merger have officially been renamed Mong Cai Regional General Hospital. Along with the new name, the hospital also carries out new functions and tasks. With a total of 418 officers, doctors, nurses and medical staff, including 121 doctors of many specialties, the hospital is responsible for medical examination and treatment and providing quality medical services to people in the eastern region of the province. At the same time, the hospital also takes on the role of providing professional and technical support to commune and ward health stations, contributing to strengthening and improving the capacity of the grassroots health system.
Not only performing professional tasks serving the people, with its special position at the border of the Fatherland, Mong Cai Regional General Hospital also undertakes political and people's foreign affairs tasks assigned by the province, industry and locality.

According to Dr. Doan Ngoc Thuy, Director of Mong Cai Regional General Hospital, today opens a new development phase of Mong Cai Regional General Hospital. With a larger human resource, the hospital has developed a plan; in the immediate future, focusing on improving the human resources within the hospital; strengthening training, transferring and effectively utilizing modern equipment that the province and departments have provided to the hospital to maximize human resources and equipment to better meet the increasing health care needs of the people. Thereby, determined to build Mong Cai Regional General Hospital into a specialized general hospital that both serves well the health care work for the people and aims for international cooperation with provinces and cities of China.

55 commune, ward, and special zone health stations and 5 regional general hospitals have officially come into operation after the reorganization. This is an important step, marking the completion of the organization, functions, and tasks of the health system in the province. On the first day of operation under the new model, all work was carried out seriously, methodically, and ensured smooth operation. All units quickly stabilized their organizations, maintained good professional activities, and served the people promptly and thoughtfully. Staff, doctors, and nurses at health facilities demonstrated a high sense of responsibility, upheld medical ethics, and were dedicated to patients, determined to make the first day of the new model a favorable start for the entire system.
With a favorable start and careful preparation, synchronization of human resources, facilities and equipment is an important foundation, creating motivation for the whole industry to continue to innovate more strongly in the coming time. This is also a positive sign affirming the correctness of the policy of arranging and perfecting the organization according to the 2-level local government model, while ensuring consistency in management and promoting the initiative and flexibility of each unit. From this initial result, the Quang Ninh health sector is confident in moving towards the goal of building a modern, effective health system, close to the people and serving the people, meeting the health care needs in the new development stage.

Comrade Nguyen Minh Tuan, Deputy Director of the Department of Health, said: We are witnessing a historic moment in the health sector after the health system was reorganized according to the 2-level local government model. Accordingly, health stations are arranged into main stations and station points; health centers are merged and arranged into regional general hospitals to focus on specialized expertise. This arrangement not only changes in quantity but also fundamentally changes in quality according to the goal of moving towards grassroots health care, universal health care close to the people, and better serving the health care needs, especially comprehensive, continuous and lifelong health management for the people in accordance with the spirit of Resolution 72-NQ/TW of the Politburo.
With the new model, the Department of Health will directly direct and operate the activities of the entire sector; at the same time, mobilize maximum resources of hospitals and provincial-level medical units to support grassroots health care to fulfill its mission well according to the motto of being close to the people, especially aiming at the people as the goal and focus of health care work. In addition, the Department of Health focuses on directing the construction of a specialized health sector to be commensurate with the development of the sector, while also serving well the social health development goals of the province. In 2025, we plan to establish 12 specialized medical centers at the province's end-level hospitals, including: cardiovascular center, blood transfusion hematology center, reproductive support center, hyperbaric oxygen center and laboratories meeting biosafety level III standards at the provincial CDC. This is an extremely important medical spearhead to develop specialized medicine to a new level and be worthy of the region; at the same time, it creates conditions for other medical sectors to develop such as tourism and other medical cooperation exchange activities.
