Quang Ninh: Accelerating the development of "green" tourism

From guiding people to do tourism, training human resources to developing unique products from local resources, Quang Ninh is gradually realizing the goal of green growth through international cooperation and the participation of ethnic minority communities in the sustainable tourism value chain.

Implementing the National Strategy on Green Growth for the period 2021-2030, with a vision to 2050, the province has issued many specific action plans, in which tourism is identified as one of the three priority pillars. The Department of Culture, Sports and Tourism has promptly developed and implemented Plan No. 34/KH-SDL in 2024, focusing on two main groups of tasks: Developing eco-tourism, community tourism and operating the "Green Sail" eco-label on Ha Long Bay - a symbol of green tourism in Quang Ninh.

Minh Chau Tourism and many tourist destinations benefit from the support and development of green tourism.

In 2024, the Tourism sector organized 5 training courses for more than 600 students in the Eastern and Western localities of the province, helping the community raise awareness of tourism associated with conservation, arousing awareness of preserving landscapes and cultural identities. At the same time, the Department of Culture, Sports and Tourism coordinated to survey and evaluate ecotourism models in the above localities; promote learning programs in Thanh Hoa and Quang Binh - localities considered typical in green tourism development. This approach shows Quang Ninh's initiative in learning, adapting and building models suitable to the natural and cultural conditions of the province.

Entering 2025, Quang Ninh's green tourism will continue to be expanded through the project "Enhancing the capacity of ethnic minority communities to participate in tourism development" in the communes of Binh Lieu, Hoanh Mo and Luc Hon, funded by the Japan International Cooperation Agency (JICA). The project aims to help the Dao, Tay, San Chi, Dao Thanh Phan... gradually master the community tourism model, promote cultural values, cuisine , customs, and at the same time create stable livelihoods, reduce pressure on natural resources.

In mid-September, a group of Japanese experts came to Quang Ninh to survey project sites. They highly appreciated the potential of landscape, culture, and cuisine in the highlands of Binh Lieu and Luc Hon, considering brocade embroidery, star anise harvesting, and traditional cake making as valuable “soft resources”. The project supports training, product improvement, and connecting cultural sites into sustainable community tourism experience tours.

According to Japanese experts, Binh Lieu, Hoanh Mo and Luc Hon are qualified to pilot a model of community tourism, thereby connecting them into a chain of border experience products. The experts committed to continue supporting human resource training, product improvement and promotion, important factors to expand the market for local products.

In addition, the communication work on green tourism is being promoted with many forms of propaganda in the press and social networks, spreading the message of development in harmony with nature. Thanks to that, many tourism businesses are also gradually switching to using renewable energy, reducing plastic waste and investing in environmentally friendly accommodation facilities.

In fact, community tourism projects in Van Don special economic zone, pollution control in Ha Long Bay and promotion of clean technology for cruise ships have brought about remarkable results. International cooperation and community models are contributing to changing awareness, helping people proactively preserve and create new values, bringing Quang Ninh closer to the goal of developing green tourism in harmony with nature and culture.

Despite the achievements, the implementation of green growth still faces many obstacles. After Typhoon Yagi in September 2024, the issuance of the “Green Sail” label was temporarily interrupted while businesses focused on repairing the damage. Mountainous and border areas, difficult traffic and limited tourism human resources also affected the survey progress. However, with a proactive spirit and close cooperation, the program was still maintained effectively, creating a foundation for the next phase.
