Quang Ninh: Economic growth leads the country thanks to breakthrough thinking

Leading from a new industrial base and strong recovery services

In 2025, Quang Ninh province set a target of GRDP growth of 14%, the highest level in local history. To achieve this goal, the entire political system, all levels of sectors, businesses and people have unanimously implemented drastic socio-economic development tasks from the beginning of the year.

According to the 9-month socio-economic report, economic growth in the third quarter of 2025 reached 12.88%, and the cumulative growth in the first 9 months reached 11.67%, ranking first among 34 provinces and cities nationwide. The economic structure has shifted positively, with the processing and manufacturing industry increasing by over 24% and becoming the main growth driver, reflecting the effectiveness of the strategy to reduce dependence on mining.

Mr. Bui Van Khang, Chairman of Quang Ninh Provincial People's Committee said: "In 2025, Quang Ninh province, the modern processing, manufacturing and service industry will become the pillar of growth. More importantly, Quang Ninh has formed a new development mindset, fast but sustainable growth, based on institutions, infrastructure and the companionship of businesses."

Many high-tech industrial projects continue to be accelerated, such as EVA Quang Ninh, Lioncore 2 or Fujix Vietnam, contributing to expanding production and increasing export value.

In particular, the service sector in the entire Quang Ninh province has strongly recovered. Total import-export turnover is estimated at 8.68 billion USD, with a stable structure, contributing positively to the budget and logistics activities. Tourism continues to be a bright spot with more than 21 million visitors and a minimum revenue of 57,000 billion VND.

Promotional activities, exploiting four-season tourism, connecting businesses and organizing large-scale events have created more momentum. Mr. Nguyen Viet Dung, Director of the Department of Culture, Sports and Tourism of Quang Ninh province, said: "Completed transport infrastructure and clear business support policies help Quang Ninh tourism maintain its appeal even in a time of increasingly fierce competition between localities."

Regarding budget revenue in 2025, Quang Ninh province is expected to reach over VND82,000 billion, of which domestic revenue is over VND64,000 billion. The province focuses on removing bottlenecks in land use fee collection, while accelerating the progress of large revenues from taxes and fees. Along with the spirit of innovation in leadership methods, the province's macroeconomic forecasting and management work has also been improved, helping to control risks and promote growth.

Maintain growth momentum, towards a sustainable development model

The year 2025 also marks Quang Ninh's strong ability to attract investment, consolidating the province's position as a "safe and attractive destination". Total social investment capital is estimated at more than VND 500,000 billion; FDI reaches about USD 600 million, with 2,300 - 2,500 new enterprises established during the year.

From reviewing land funds, accelerating site clearance to preparing human resources and completing social infrastructure for industrial parks, Quang Ninh has proactively created conditions for businesses to implement projects as quickly as possible. The inter-regional expressway system, Van Don airport, Cai Lan deep-water port and coastal logistics network help the province become a strategic connecting pole of the North, while opening up a potential international trade and tourism corridor.

It can be affirmed that 2025 will be a successful year for Quang Ninh.
