Quang Ninh agrees to sign strategic cooperation with FPT to create a model of digital government

Based on a comprehensive assessment of the significance and importance of the cooperative relationship, Quang Ninh province and FPT Corporation agreed to sign a strategic cooperation agreement to create a model of digital government.

The meeting took place in an open and responsible atmosphere, with many practical exchanges of ideas between the parties.

On July 10, Quang Ninh province organized a high-level meeting between the leaders of Quang Ninh province and FPT Corporation to promote strategic cooperation in the fields of digital transformation, education, and implementation of important resolutions of the Central Government on science, technology and innovation development.

Based on a comprehensive assessment of the significance and importance of the cooperative relationship, Quang Ninh province and FPT Corporation agreed to sign a strategic cooperation agreement.

FPT and Quang Ninh have been together for more than a decade in the field of e-government. Since 2013, FPT has worked with the province to deploy the first e-Government model in Vietnam. In 2025, FPT will accompany Quang Ninh in pioneering the pilot model of a one-level Public Administration Service Center, in the context of the country's profound transformation in the organization of local government apparatus - from a three-level model (province-district-commune) to a two-level model (province-grassroots).

From July 1, 2025, Quang Ninh province officially operates a two-level local government model and a one-level Public Administration Service Center. FPT is the key unit deploying three platform technology systems: Digital station integrated with electronic identity wallet; Online reception and queuing system; New generation administrative procedure settlement information system with the ability to receive - resolve - return results without administrative boundaries and process electronic records throughout the process.

Speaking at the meeting, Mr. Vu Dai Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, informed about the outstanding results in the province's socio -economic development in recent times. At the same time, he affirmed that with the companionship and support of FPT Group, over the past 10 years, Quang Ninh has achieved breakthroughs in socio-economic development, transformed the growth model and taken the lead in administrative reform.

However, the current new development context also poses new requirements for the province in developing science and technology, innovation and digital transformation. Especially when the rearrangement of provinces and cities nationwide has just been completed, Quang Ninh has become a locality with an area and population size in the bottom group among 34 localities nationwide. Many of Quang Ninh's unique potentials and development opportunities in the previous period have now gradually lost their advantages.

The Provincial Party Secretary hopes that FPT, as one of the country's leading technology corporations, will accompany and support Quang Ninh province to materialize this orientation.

Accordingly, the Group is requested to continue supporting the province in applying information technology and digital transformation in state management. At the same time, research the investment plan for the concentrated information technology park project in Tuan Chau ward; support in training human resources and invite information technology enterprises in the Group's ecosystem to invest in Quang Ninh.

The Provincial Party Secretary affirmed that the province will create the most favorable conditions for the Group when implementing projects in Quang Ninh, especially incentives on land and administrative procedures.

Based on the wishes of Quang Ninh province, FPT Corporation presented three key cooperation proposals with Quang Ninh province: Accompanying the province to build a comprehensive digital transformation strategy, towards digital government, digital economy and digital society; Effectively implementing Resolution No. 57-NQ/TW and Plan No. 02-KH/BCĐTW of the Central Steering Committee on science, technology development, innovation and digital transformation; The two sides together improve the quality of local human resources.
