In the past time, Quang Yen Town has seriously implemented the regulations on receiving, resolving, and responding, as well as proactively surveying, grasping the actual situation, actively exchanging and coordinating to resolve voters' petitions. Thanks to that, most of the voters' petitions under the authority of the town have been promptly and thoroughly resolved, creating high consensus among voters and people.
In order to improve the quality and effectiveness of handling voters' opinions and recommendations in the area, the People's Committee of Quang Yen Town periodically reviews the results of handling voters' recommendations and people's reflections. Every quarter, the results are reported to the Standing Committee of the Town Party Committee, the Standing Committee of the People's Council, and the Town Fatherland Front Committee, in order to increase the responsibility of agencies, departments, branches, localities, and units in handling and coordinating the handling of voters' recommendations. Along with that, it is necessary to strengthen the grasp of voters' situation to promptly propagate and disseminate the Party and State's policies and laws; at the same time, it is also to accurately and fully identify the information that voters reflect and recommend.
The settlement of voters' petitions has been specifically assigned by the Town People's Committee to relevant departments, offices, agencies and units to preside over or coordinate the settlement of each petition; meetings are held to listen to progress reports and settlement results. Most agencies, units and localities have also proactively surveyed, grasped the actual situation, discussed and coordinated to resolve according to their functions and authority in accordance with the provisions of law. Thanks to that, voters' petitions in the area have been promptly and satisfactorily resolved.
Typically, at the 18th Session and previous sessions, according to Resolution No. 43/NQ-HDND dated December 20, 2023 of the Town People's Council, term XX, 2021-2026, 25 opinions and recommendations from voters related to many areas under the jurisdiction of the Town People's Council were received. Of the 25 recommendations, 20 were resolved and explained and informed to voters (reaching 80%).
Typically, with the proposal of voters of Cong Hoa ward requesting support for investment in upgrading and repairing some degraded inter-zone roads, posing potential traffic safety risks. The People's Committee of Quang Yen town has issued a decision to assign the budget revenue and expenditure estimates for the local budget in 2024. In particular, the People's Committee of Cong Hoa ward is allocated public investment capital for the repair of some inter-zone roads from Nguyen Van Thuan street to the neighborhoods: Trai Trang, Gieng Mui, Khe Nuoc. The project has been completed and handed over for use in February 2024.
Or as the proposal of voters of Minh Thanh ward requested the town to soon invest in the road and drainage ditch in Lam Sinh 2 quarter due to frequent local flooding during the rainy and stormy season. Accepting the proposal, the Town People's Committee directed relevant agencies to coordinate with the Ward People's Committee to survey and implement investment procedures. Accordingly, the project was designed by the Minh Thanh Ward People's Committee with a total investment of 1.13 billion VND. Currently, the Ward People's Committee has conducted bidding for construction, expected to be completed and put into use in the third quarter of 2024.
Along with the recommendations that have been completely resolved, there are still 20% of voters' recommendations that are being focused on by the Town People's Committee. Vice Chairman of the Town People's Committee Le Manh Tuyen said: Voters' recommendations, especially those related to investment, cannot be resolved immediately mainly because resources are needed, while budget resources have not met the requirements. Investment must also be implemented in accordance with the prescribed processes and procedures. In addition, some recommendations cannot be resolved immediately because they are waiting for the completion of the zoning plan, or are in the process of research and proposal to competent authorities for consideration, or are related to many sectors and fields that require long-term coordination and implementation...
For voters' petitions that have been prolonged and have not been resolved immediately due to objective reasons, the Town People's Committee directs clarification to inform voters, or determines a deadline for agencies, units, communes and wards to focus on resolving them, in order to create consensus among the people, contribute to socio-economic development, maintain political stability and social order and safety in the area.
