The National Assembly supervises the implementation of fiscal and monetary policies to support socio-economic recovery and development.

After listening to the Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong present the Report on receiving and explaining the opinions of the National Assembly deputies on the two draft Resolutions on establishing the National Assembly's Thematic Supervision Team in 2024, the National Assembly voted to approve the Resolution on establishing the Thematic Supervision Team. The results of the electronic voting showed that 469 deputies participated in the vote in favor (accounting for 94.94%).

Thus, with the majority of delegates participating in the vote in favor, the National Assembly officially passed the Resolution to establish a Thematic Supervision Team on "Implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio -Economic Recovery and Development Program and the National Assembly's resolutions on a number of important national projects until the end of 2023".

According to the Resolution, the purpose of supervision is to evaluate the results achieved, limitations, difficulties and obstacles; identify causes, clarify the responsibilities of agencies, organizations and individuals; draw lessons to improve the effectiveness of implementing the National Assembly's resolutions in similar cases; specific mechanisms, policies and solutions to implement important national projects; propose and recommend tasks and solutions in the coming time to successfully implement the socio-economic development goals for the 2021-2025 period.

The scope of supervision includes: Implementation of Resolution 43/2023/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program: from the issuance of the Resolution to December 31, 2023 nationwide; Implementation of the National Assembly's Resolutions on investment policies for a number of important national projects (Long Thanh Airport Project; North-South Expressway Project in the East for the 2017-2020 and 2021-2025 periods; Ring Road 4 Project - Hanoi Capital Region; Ring Road 3 Project of Ho Chi Minh City; Khanh Hoa - Buon Ma Thuot Expressway Project Phase 1; Bien Hoa - Vung Tau Expressway Project Phase 1; Chau Doc - Can Tho - Soc Trang Expressway Project Phase 1): from the date of issuance of the Resolution to December 31, 2023 for each specific project.

The subjects of supervision are the Government, Ministries, ministerial-level agencies, agencies under the Government; People's Councils, People's Committees of provinces and centrally run cities and relevant agencies and organizations.

In addition, the Resolution clearly states that the supervision contents include: The implementation of tasks, solutions and policies stipulated in Resolution No. 43/2023/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program; The implementation of 07 resolutions of the National Assembly on investment policies for important national projects stated in Clause 2 of this Article.

Regarding tasks and powers, the National Assembly Standing Committee directs the Supervisory Delegation to develop a supervisory plan, reporting outlines, organize implementation, and synthesize and complete the report on supervisory results. The Supervisory Delegation performs its tasks and powers according to the provisions of Clause 2, Article 16 of the Law on Supervisory Activities of the National Assembly and People's Councils and relevant legal provisions, reports to the National Assembly Standing Committee on the supervisory results at the April 2024 meeting, and submits them to the National Assembly for consideration at the 7th Session.

The National Assembly's Finance and Budget Committee shall preside over and advise the Supervisory Delegation on the content, program, and plan for supervising the implementation of the National Assembly's Resolution on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program; preside over and coordinate with the Economic Committee and other agencies of the National Assembly in synthesizing a general report on supervision results.

The National Assembly's Economic Committee presides over advising the Supervisory Delegation on the content, programs, and plans for supervising the implementation of the National Assembly's Resolutions on investment policies for a number of important national projects (Long Thanh Airport Project; North-South Expressway Project in the East for the 2017-2020 and 2021-2025 periods; Ring Road 4 Project - Hanoi Capital Region; Ring Road 3 Project of Ho Chi Minh City; Khanh Hoa - Buon Ma Thuot Expressway Project Phase 1; Bien Hoa - Vung Tau Expressway Project Phase 1; Chau Doc - Can Tho - Soc Trang Expressway Project Phase 1).

The Office of the National Assembly shall preside over and advise the Supervisory Delegation on ensuring the activities of the Supervisory Delegation. The National Assembly Delegation shall preside over and coordinate with the People's Councils and the Vietnam Fatherland Front Committees at the provincial level to organize supervision of the implementation of the National Assembly's Resolution on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program; The National Assembly Delegation shall preside over and coordinate with the People's Councils and the Vietnam Fatherland Front Committees at the provincial level in relevant localities to organize supervision of the implementation of resolutions on investment policies for a number of important national projects; and shall send reports on the results as requested by the Supervisory Delegation.
