Today (June 17), the National Assembly enters the second phase of the 7th session, taking place from June 17 to the morning of June 28. The second phase of the session will discuss important issues and consider passing many draft laws and resolutions.

This morning, the National Assembly discussed the investment policy for the North-South Expressway construction project in the West, Gia Nghia (Dak Nong) - Chon Thanh ( Binh Phuoc ) section; discussed adjusting the investment policy for the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period.

In the afternoon of the same day, the National Assembly discussed in groups the draft Law on Notarization (amended) and the draft Law on Value Added Tax (amended).

On June 18 and 19, the National Assembly will discuss many draft laws such as: Law on Trade Unions (amended); Law on amending and supplementing a number of articles of the Law on Pharmacy; Law on Cultural Heritage (amended); Law on Geology and Minerals; Law on Urban and Rural Planning; Law on Fire Prevention, Fire Fighting and Rescue; Law on People's Air Defense.

On June 20, the National Assembly discussed the Hanoi Capital Planning for the 2021-2030 period, with a vision to 2050; the overall adjustment project of the Hanoi Capital Master Plan to 2045, with a vision to 2065; and discussed the investment policy for the National Target Program on Cultural Development for the 2025-2035 period.

This week, the National Assembly will vote to pass the Law on Archives (amended) and the Resolution on the establishment of the National Assembly's Thematic Supervision Delegation in 2025.

In addition, the draft Law on Juvenile Justice; Prevention and Combat of Human Trafficking (amended); Investment Policy for the National Target Program on Cultural Development for the 2025 - 2035 period will be discussed.

In the second working week of the second session, the National Assembly will pass many important law projects such as: Law on Organization of People's Courts (amended), Law on Social Insurance (amended); Law on National Defense Industry, Security and Industrial Mobilization; Law on Roads; Law on Road Traffic Order and Safety; Law on Capital City (amended); Law on amending and supplementing a number of articles of the Law on Property Auction; Law on amending and supplementing a number of articles of the Law on Guards; Law on Management and Use of Weapons, Explosives and Support Tools (amended).

The National Assembly will also vote to pass a resolution approving the 2022 State budget settlement and a resolution approving the document on the United Kingdom of Great Britain and Northern Ireland's accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP).

The closing session is scheduled to take place on the morning of June 28, when the National Assembly will vote to pass the Resolution on questions and answers; Resolution of the 7th session.

At the first session, the National Assembly agreed to add to the 2024 Program the draft law amending and supplementing a number of articles of the new laws on: Land 2024, Housing, Real Estate Business 2023 and Credit Institutions 2023.

These laws were initially effective from January 1, 2025. According to the draft, the Government proposed 3 laws related to the real estate market, namely the Land Law, Housing Law and Real Estate Business Law, which will take effect from August 1, 5 months earlier than the resolution of the National Assembly. In particular, some transitional provisions in 7 articles (from Article 253 to 260) of the Land Law will still take effect from January 1, 2025.

It is expected that these draft laws will be considered and approved by the National Assembly at this session under simplified procedures.
