Continuing the agenda of the 53rd session, on the morning of January 12th, the Standing Committee of the National Assembly reviewed the report on the National Assembly's work on citizen petitions for December 2025.
Speaking at the session, National Assembly Chairman Tran Thanh Man said that the first session of the 16th National Assembly is scheduled to open on April 6th.
"Regarding personnel matters, I propose that the Chairman of the National Assembly's Committee on Delegate Affairs, based on previous terms, arrange the appointments in chronological order, specifying the exact dates and times. The personnel work is expected to be completed within one week of the session. The National Assembly's Committee on Delegate Affairs must proactively plan this," the Speaker of the National Assembly said.

The Speaker of the National Assembly pointed out that this session not only involves personnel matters but also includes many issues that must be presented to the National Assembly for decision, ushering the country into a new era of development.
According to the Speaker of the National Assembly, the session is expected to pass 13 draft laws. Therefore, agencies and units must prepare early and in advance, ensuring the procedures, quality of documents, especially documents that must be sent to National Assembly deputies in advance.
Sharing the concerns and anxieties of voters and citizens, the Chairman of the National Assembly noted the slow progress in resolving voter and citizen petitions and requested the Government, ministries, sectors, and localities to pay attention to resolving petitions raised through voter consultations by National Assembly deputies, as well as those compiled from the opinions of the Central Committee of the Vietnam Fatherland Front.
"In addition, attention should be paid to resolving the situation of complaints being escalated to higher levels and involving large numbers of people in key areas. Ministries, sectors, and localities should continue to pay attention to policies and regulations for officials and civil servants after the recent restructuring and streamlining of the apparatus," the National Assembly Chairman emphasized.
With the 14th National Congress of the Party scheduled to take place from January 19-25, the Chairman of the National Assembly requested that, after the Congress, ministries, sectors, and localities focus on implementing the resolutions of the Party Congress to bring them into practice as soon as possible.
In accordance with the Party's decision, the Government will submit proposals, and the National Assembly will approve the contents aimed at building a legal system, strengthening supervision, and deciding on important national issues.
Noting the large number of laws and resolutions enacted in recent sessions, the Speaker of the National Assembly emphasized the need to review how decrees and circulars guiding the implementation of laws are being issued and implemented.
"To ensure the law is implemented effectively, it is necessary to promptly issue guidelines for its execution. At the same time, we must strengthen the dissemination and education of legal knowledge to the people and organizations. The National Assembly's Ethnic Council and Committees should strengthen their oversight of the implementation of laws and resolutions enacted and already in effect to assess what has been accomplished and what remains problematic," the National Assembly Chairman said.
Regarding preparations for the Lunar New Year of the Year of the Horse, the Chairman of the National Assembly requested the Committee on Citizen Petitions and Supervision, along with relevant ministries and agencies, to monitor and review the situation to ensure price stability for essential goods and supplies; and to combat counterfeit, fake, and substandard goods, with the goal of bringing the Lunar New Year to everyone, especially those in difficult circumstances.
The Speaker of the National Assembly also noted the need to heighten vigilance and ensure political security and social order before, during, and after the 14th Party Congress and the Lunar New Year.
