The National Assembly Standing Committee has just issued a Resolution on the expected number, structure and composition of the 16th National Assembly deputies. Accordingly, the 16th National Assembly is expected to have 500 deputies.
The Standing Committee of the National Assembly estimates the number, structure, and composition of National Assembly deputies at the central and local levels as follows:
The number of delegates in central agencies is 217 delegates (43.4%)
The number of delegates in central agencies is allocated to agencies, organizations and units as follows:
- Party agencies: 10 delegates (2.0%).
- Office of the President : 03 delegates (0.6%).
- National Assembly agencies (full-time National Assembly deputies at the central level): 145 deputies (29%).
- Government , Government agencies: 15 delegates (3.0%).
- Ministry of National Defense (including the Minister, Ministry agencies, military regions and military branches): 13 delegates (2.6%);
- Ministry of Public Security (including Minister): 03 delegates (0.6%).
- Supreme People's Court: 01 delegate (0.2%).
- Supreme People's Procuracy: 01 delegate (0.2%).
- State Audit: 01 delegate (0.2%).
- Vietnam Fatherland Front: 25 delegates (5%).
The number of local National Assembly deputies is 283 deputies (56.6%)
The number of local National Assembly deputies is allocated as follows:
a) Orientation structure: 179 delegates (35.8%)
The orientation structure is a framework for provinces and cities to use as a basis to introduce candidates, including:
- Key leaders in provinces and centrally run cities and Heads of National Assembly delegations: 34 delegates (6.8%).
- Full-time National Assembly deputies in the National Assembly Delegation: 55 deputies (11%). Of which: 17 provinces and cities arrange 1 full-time deputy; 13 provinces and cities arrange 2 full-time deputies; 4 provinces and cities arrange 3 full-time deputies.
- Vietnam Fatherland Front: 28 delegates (5.6%).
- Religious delegates: 06 delegates (1.2%).
- Military (including Military Command and Provincial Border Guard Command): 14 delegates (2.8%).
- Police: 9 delegates (1.8%).
- People's Court, People's Procuracy, Department of Justice: 13 delegates (2.6%), including: People's Court 5 delegates; People's Procuracy 4 delegates; Department of Justice 4 delegates.
- Research institutes, universities, academies: 10 delegates (2%).
- Enterprises, associations, and unions in the field of production and business: 10 delegates (2%).
b) Guidance structure introduced by localities: 104 delegates (20.8%)
The guiding structure is a flexible structure for provinces and cities to use as a basis for introducing candidates, including representatives of the following sectors: science - technology, finance, education, health, culture - arts, representatives of local authorities, internal affairs, intellectuals, etc. In this structure, it is necessary to pay attention to the reasonable allocation of women, non-Party members, ethnic minorities, young people and self-nominated candidates.
Combined structure
Combined structures are structures according to combined criteria. A candidate for National Assembly deputy may have more than one combined structure, including:
- Delegates are members of the Party Central Committee, about 80-90 comrades (16%-18%), including 12-14 comrades who are members of the Politburo and Secretariat.
- Delegates who are non-Party members: From 25-50 delegates (5%-10%).
- Young delegates (under 40 years old): About 50 delegates (10%).
- Re-elected delegates: About 160 delegates (32%).
- Delegates from ethnic minorities must ensure that at least 18% of the total number of people on the official list of candidates for National Assembly deputies are ethnic minorities. Pay attention to ethnic minorities who have not yet participated in the National Assembly.
- Women delegates must ensure that at least 35% of the total number of people on the official list of candidates for National Assembly deputies are women.
The National Election Council, the Standing Committee of the Central Committee of the Vietnam Fatherland Front, the Election Committees in provinces and cities, the Standing Committees of the Vietnam Fatherland Front Committees at the provincial level and relevant agencies and organizations shall implement this Resolution, ensuring the election of a sufficient number of 500 delegates, meeting the standards of National Assembly delegates, with appropriate structures, representing the sectors, sectors and classes of the people; it is not advisable to combine multiple structures for one delegate.
