Continuing the 7th Session of the 15th National Assembly , on the afternoon of May 28 at the National Assembly House, Vice Chairman of the National Assembly Nguyen Khac Dinh chaired the meeting, the National Assembly held a plenary session in the hall, discussing a number of contents with different opinions of the draft Law on the Capital (amended).

At the meeting, after listening to the report explaining, accepting and revising the draft Law on the Capital (amended); the National Assembly discussed a number of contents with different opinions of the draft Law.
Moderating the discussion, Vice Chairman of the National Assembly Nguyen Khac Dinh said that at the 6th Session, the National Assembly discussed and gave opinions on the draft Law on the Capital (amended). Immediately after the Session, the National Assembly Standing Committee directed the reception of explanations, research and completion of the draft law, organized many working sessions with ministries, branches, Hanoi city, relevant agencies, and consulted experts, scientists , and experienced managers to have more information and practical basis for the work of explanation, reception, revision, and completion of the draft Law. The Vice Chairman of the National Assembly asked National Assembly deputies to focus on a number of major issues such as: principles of law application; regulations on the organization of urban government; construction, development, management and protection of the capital; finance, budget, resource mobilization for the development of the capital and other issues of interest to National Assembly deputies.
Delegate Phan Duc Hieu, the National Assembly Delegation of the province, participated in the discussion to clarify the basis, ensure feasibility and compatibility between the Law on the Capital (amended) and other relevant laws. Delegates commented on point a, clause 5, Article 18 on the content related to agencies, establishments, units that must be relocated, remaining land funds for use for the purpose of building public and cultural spaces, etc. Delegates said that such regulations were not enough, and proposed to add the goal of promoting cultural and tourism values and land funds not used for residential purposes. Such regulations would be clear, complete and feasible; regarding point b, clause 2, Article 24 regulating the permission to conduct bidding to select investors for land in high-tech zones, delegates suggested that it is necessary to add the authority of who will decide on the list of projects to organize bidding. At the same time, it was proposed to review clause 2 to ensure compatibility with the Land Law; Because according to the spirit of the Land Law, the principle approach is that, in addition to bidding, auctions will be conducted, so it is necessary to clearly express this spirit of the Land Law in the draft Law on the Capital (amended); regarding point c, clause 2, Article 24, the draft is currently using the phrase "converting the target", the delegate said that this is not clear enough and is easy to cause controversy, suggesting using the alternative phrase "converting part or all of the project target" to ensure feasibility, clarity and consistency of information.
Earlier, at the morning session, under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly held a plenary session in the hall to discuss a number of contents with different opinions of the draft Law on Organization of People's Courts (amended).
Discussing at the meeting hall, National Assembly deputies highly appreciated the process of receiving, explaining and revising the draft Law. Emphasizing that this is a major law project, with many new policies and new regulations on the organization and operation of the Court, many new contents of a breakthrough nature, many contents approaching international standards, removing some practical obstacles, in line with the 2023 Constitution and institutionalizing viewpoints and policies according to the Party's resolutions on judicial reform, on continuing to build a socialist rule-of-law state of Vietnam in the new period with a focus on innovation in the organization and operation of the People's Court. Delegates gave opinions on many specific contents to continue perfecting the draft Law such as regulations on the People's Court exercising judicial power; authority to establish and dissolve people's courts; on specialized first-instance people's courts; participation and information activities at court sessions; innovation of people's courts according to trial jurisdiction; protection of the Court; Judges' terms of office;...and many other important contents.
Speaking at the end of the discussion session, the Vice Chairman of the National Assembly said that 39 National Assembly deputies had expressed their opinions, including 9 debates. The discussion atmosphere was very democratic and lively, the deputies spoke very specifically and in detail, demonstrating thorough, profound research, intelligence and high responsibility. The opinions expressed basically appreciated the Report on receiving, explaining and revising the draft law of the National Assembly Standing Committee and agreed with many basic contents of the draft laws. At the same time, he said that the documents had been carefully prepared, the opinions of the National Assembly deputies had been received and explained to meet the requirements of the National Assembly.
