Previously, these two national target programs were discussed by delegates in groups. They agreed on the necessity of issuing a national target program to develop the health and education sectors, however, delegates said that it was necessary to review to avoid overlapping and duplication of content with other decrees and target programs. In addition, the delegates also raised the issue of balancing financial resources to implement these national target programs feasibly and effectively./.
