The National Assembly passed a Resolution on the central budget allocation plan for 2026.

(Chinhphu.vn) - On the afternoon of November 14, continuing the 10th session, the National Assembly voted to pass the Resolution on the central budget allocation plan for 2026.

The National Assembly voted to approve the Resolution on the plan for allocating the central government budget for 2026.

Before proceeding to the vote, Minister of Finance Nguyen Van Thang presented the Report on the acceptance and explanation of opinions from National Assembly deputies, opinions from the Standing Committee of the National Assembly, and the verification of the National Assembly's Economic and Financial Committee on the assessment of the implementation of the state budget in 2025, the state budget estimates, the allocation of the central budget, the public investment plan for 2026, the three-year state financial-budget plan 2026-2028, the national five-year financial plan, the medium-term public investment plan, and the public borrowing and debt repayment plan 2026-2030.

Subsequently, the National Assembly proceeded to vote electronically. The result: 420 out of 420 participating delegates voted in favor (100%). Thus, the National Assembly approved the Resolution on the central budget allocation plan for 2026.

According to the Resolution, the total central government revenue is 1,225,356 billion VND.

The total central government budget expenditure is 1,809,056 billion VND, including: 238,421 billion VND allocated to supplement local budget balances; 53,554 billion VND allocated to supplement local budgets to ensure the implementation of the basic salary of 2.34 million VND/month; and 187,175 billion VND allocated for targeted supplementary local budgets.

Several important aspects of the 2026 central budget allocation include: extending the period of state budget stability from 2022-2025 to 2026; implementing the division of revenue between the central and local governments, including revenue from water resource exploitation rights fees and environmental protection tax on gasoline and oil products as in 2025; and separately collecting land use fees and land lease fees as stipulated in the 2025 State Budget Law.

An additional 3% supplementary budget allocation compared to the 2025 budget estimate will be provided to localities to give them more resources to meet important expenditure tasks arising during the extended year of the budget stabilization period.

A reserve of 15 trillion VND is set aside to ensure national financial security and safety in case of socio -economic fluctuations and failure to meet state budget revenue targets; the Government is tasked with proactively managing the situation to minimize the impact on planned expenditures and ensure financial security. If state budget revenue meets or exceeds the target, allocation and utilization will be in accordance with the provisions of the State Budget Law.

Allocate 10,000 billion VND for recurrent expenditures to implement national target programs, ensuring effectiveness, efficiency, feasibility, and avoiding duplication between national target programs, as well as avoiding overlap with other programs, projects, regulations, policies, and expenditure tasks; in accordance with implementation progress, disbursement capacity, and state budget balance.

The allocation of a minimum of 3% of the total state budget expenditure to science, technology, innovation, and digital transformation should be ensured, along with a plan for allocating funds to each ministry, central agency, and locality, as outlined in Government Report No. 56/BC-CP dated October 16, 2025.

Allocate funds to implement adjustments to salaries, pensions, social insurance benefits, monthly allowances, preferential allowances for meritorious individuals, and certain social policies according to plans decided by competent authorities.
