The Ministry of Education and Training has just issued a Circular promulgating the Regulations on Admissions to Secondary and High Schools. The Circular was developed to ensure the concretization of the provisions of the 2019 Education Law, in accordance with the practical situation in localities in the management and organization of secondary and high school admissions.
Secondary school admission will be conducted by examination. The examination criteria will be specifically guided by the Department of Education and Training, ensuring that the examination is fair, objective, transparent, and appropriate to the actual situation in the locality.
For secondary schools and general schools with many levels of education, including secondary schools belonging to universities, colleges, and research institutes, the admission criteria are directly managed by the university, college, or research institute or are implemented according to the instructions of the Department of Education and Training where the school is located.
The regulations in the new Circular also reduce administrative procedures in enrollment registration as registration is organized online. In case of not meeting the conditions for online enrollment registration, it will be done directly or by post .
According to the new Circular, there are 3 methods of admission to grade 10 high school: entrance exam, admission review or a combination of entrance exam and admission review. The selection of admission method is under the authority of the locality.
Regarding the entrance exam method for grade 10 high school, to ensure consistency and ensure the viewpoint of a light and inexpensive exam, the Circular generally stipulates the implementation of 3 subjects and exams, including: Math, Literature and a third subject or exam selected by the Department of Education and Training.
The third exam subject is selected from among the subjects assessed by scores in the secondary school general education program, ensuring that the same third exam subject is not selected for more than 3 consecutive years.
The third exam is a combination exam of a number of subjects selected from among the subjects assessed by scores in the secondary school general education program.
For high schools under the Ministry of Education and Training, universities, colleges, and research institutes that organize their own entrance exams, the third exam subject or a combination exam of a number of remaining subjects will be selected by the Ministry of Education and Training, universities, colleges, and research institutes directly managed by them.
The third exam or combined exam of a number of subjects is announced after the end of semester I but no later than March 31 every year.
Regarding the exam time, the Circular stipulates that Literature is 120 minutes; Math is 90 minutes or 120 minutes; the third exam is 60 minutes or 90 minutes; and the combined exam is 90 minutes or 120 minutes. The exam content is within the general secondary education program, mainly grade 9.
