Providing information on the Provincial Electronic Information Portal and Component Electronic Information Portals
Information content provided on the Provincial Electronic Information Portal and its component Electronic Information Portals as prescribed in Article 4 of Decree No. 42/2022/ND-CP amended and supplemented by Decree No. 132/2025/ND-CP and Decree No. 118/2025/ND-CP; other information as required by the Chairman of the Provincial People's Committee and according to other relevant legal documents; providing information in foreign languages as prescribed
Specifically, providing legal documents and administrative management documents under the authority of promulgation or assigned to draft by state agencies; administrative procedures, online public services, work handling processes of state agencies in compliance with legal provisions, ensuring consistency and integration from the National Public Service Portal, Ministry-level and provincial-level public service portals.
Disseminate information and guidance on the implementation of laws, regimes and policies in areas under the management of state agencies. Strategies, programs, projects, schemes, plans and planning for socio -economic development of the country and localities; sectoral and field planning and methods and results of implementation; annual work programs and plans of state agencies; functions, tasks, powers, organizational structures and organizational charts of agencies and affiliated units; other information that the law requires to be publicly announced...
The connection, integration and sharing of information and data on the Provincial Electronic Information Portal and its component Electronic Information Portals shall comply with the provisions of Article 9 of Decree No. 42/2022/ND-CP and Decree No. 47/2020/ND-CP dated April 9, 2020 of the Government on management, connection and sharing of digital data of state agencies.
Regulations on receiving, processing and responding to feedback and recommendations from organizations and individuals in the Q&A/Reflection and Recommendations section
Feedback and recommendations are not eligible for response in the following cases: Feedback and recommendations do not clearly state the content, do not have complete information of the sending individual or organization; content related to handling complaints and denunciations.
The requested responses of organizations and individuals and the responses of provincial agencies and units are not regulated by the Law on Complaints and the Law on Denunciations; the responses of agencies and units are for reference only and are not a legal basis for resolving civil relations.
The opinions of organizations and individuals on administrative regulations related to business activities and people's lives are handled in accordance with the procedures prescribed in Decree No. 20/2008/ND-CP dated February 14, 2008 of the Government on receiving and handling comments and recommendations of individuals and organizations on administrative regulations.
Regarding the response time in the Q&A/Reflection and Suggestion section, it is 5 working days for comments under the authority of the authority; 7 working days for comments requiring inter-sectoral coordination. In special cases, an appointment must be made for a response, but not more than 10 working days from the date of receipt.
Heads of departments, branches, and sectors; People's Committees of communes and wards are responsible for responding to comments sent within the functions, tasks, and powers of the agency or unit; depending on the nature and related information, the competent agency or unit will respond on the Electronic Information Portal.
Organize management and ensure operation of the Electronic Information Portal
The Provincial Electronic Information Portal operates under the direct direction of the Chairman of the Provincial People's Committee. The component Electronic Information Portals operate under the direct direction of the heads of agencies and units with component Electronic Information Portals.
The Editorial Board of the Provincial Electronic Information Portal (a unit under the Provincial People's Committee Office) is the unit that advises on the administration and operation of the Provincial Electronic Information Portal; Heads of agencies and units decide to establish the Editorial Board of the component Portal, which is the Electronic Information Portal of their agency or unit.
The Editorial Board of the Provincial Electronic Information Portal and the Editorial Boards of the component Electronic Information Portals work part-time. The Head and Deputy Head of the Editorial Board of the component Electronic Information Portals are allowed to use the seal of the agency or unit they are in charge of to contact for work.
