
On the morning of October 24, the National Assembly heard presentations, reports and discussed the draft Law on Supervisory Activities of the National Assembly and People's Councils (amended). After adjusting the scope of amendments to comprehensively amend the current Law on Supervision, the draft law was renamed the Law on Supervisory Activities of the National Assembly and People's Councils (amended).
In addition to inheriting the current principles, the draft has added three new principles. These are ensuring the comprehensive and direct leadership of the Communist Party of Vietnam ; comprehensive but focused supervision, closely following reality; ensuring the connection between supervision activities and the improvement of policies and laws, and deciding on important issues of the country and localities.

To overcome the "overlapping" situation in supervision activities, the draft clearly stipulates the authority of each supervisory entity. Accordingly, the National Assembly, the National Assembly Standing Committee (NASC), the Ethnic Council (EC), and the National Assembly's committees regularly supervise the activities and legal documents (LDOs) of competent agencies, organizations, and individuals at the central level. The People's Council, the Standing Committee of the People's Council, and the People's Council's committees at the provincial/commune level regularly supervise the activities and LDOs of competent agencies, organizations, and individuals at the corresponding level.

Some new supervisory activities have been added, including monitoring the compliance of agencies, organizations and competent persons with the organization of collecting opinions during the process of drafting laws, ordinances and resolutions. The activities of the National Assembly's Councils, committees of the National Assembly, delegations of National Assembly deputies and People's Council committees on supervising the settlement and response to voters' petitions have been added to improve the effectiveness of this work.
Notably, according to the Standing Committee of the National Assembly, the supervisory authority of the People's Council delegation is currently a content with different views among the drafting and reviewing agencies. The Standing Committee of the National Assembly believes that it is necessary to continue to regulate the supervisory authority of the People's Council delegation to inherit the current Law on Supervision, ensuring conformity with the organizational structure and promoting the role of the People's Council delegation. Other opinions suggest not to regulate because they believe that the supervisory activities of the People's Council delegation in practice in the past have been few, formalistic, and not really effective.
The scope of the National Assembly's supervision of localities is also an issue that the Standing Committee of the National Assembly emphasized in its report on explanation, acceptance and revision of the draft law. There are opinions suggesting research and amendment so that the National Assembly, the Standing Committee of the National Assembly, the National Assembly's Council of Ethnic Minorities and the National Assembly's committees only supervise local state agencies when absolutely necessary to avoid overlapping with the People's Council's supervision activities.
The Standing Committee of the National Assembly has revised the draft to clearly define the authority (central supervision of the central government, local supervision of local government). However, the Standing Committee of the National Assembly still retains the provisions inheriting Clause 2, Article 4 of the current Law on Supervision. Accordingly, the National Assembly, the Standing Committee of the National Assembly, and the agencies of the National Assembly still conduct supervision of the activities of local entities when necessary due to practical requirements.
