Previously, in group discussions, there were 80 opinions on the draft Law on Planning (amended) and more than 40 opinions on adjusting the National Master Plan for the 2021-2030 period, with a vision to 2050.

Concerned about the development of the Mekong Delta region and Can Tho City planning, Deputy Nguyen Tuan Anh (Can Tho) said that Can Tho is identified as an important center, a growth pole with the Mekong Delta and is oriented to form a regional and world-class trade, tourism and logistics area... The Deputy commented that the adjustment of the National Master Plan, especially after the rearrangement of administrative units, changes in strategic orientation have brought advantages to Can Tho compared to before.
However, besides the strategic advantages, Can Tho still faces the great challenge of lagging behind the region. To help this city promote its role as a growth pole, Deputy Nguyen Tuan Anh suggested that the drafting committee study, highlight and clarify in the resolution adjusting the National Master Plan for the period 2021 - 2030, with a vision to 2050 on the development of Can Tho City.
Along with that, he also proposed creating a breakthrough for transportation, focusing on completing the Can Tho - Soc Trang expressway and connecting axes on major transport routes...; soon having an investment roadmap for the Ho Chi Minh City - Can Tho railway line to increase large-scale transport capacity.

Deputy Nguyen Thi Ngoc Xuan (HCMC) expressed her opinion that the draft Law on Planning (amended) has many new and progressive points, removing bottlenecks and promoting the effectiveness of planning tools for socio-economic development of localities and the country. Through studying the documents and listening to opinions from voters, the Deputy suggested improving the quality of planning consultancy to avoid the situation of planning lacking feasibility, having to be adjusted many times or taking a long time.
“There should be stricter regulations on the minimum capacity criteria for consulting organizations, including professional capacity, financial capacity, digital technology application capacity…”, Deputy Nguyen Thi Ngoc Xuan stated her opinion. Through contact with voters, people also recommended boldly integrating important industry plans into national planning, because national planning according to the draft is strategic, integration will clarify the leading role of national planning.

Delegate Nguyen Tam Hung (HCMC) agreed with the emphasis on consistency and ensuring national interests are paramount in planning, but according to him, it is necessary to add the principle of public accountability in planning appraisal and adjustment.
Agree with the policy when the draft law identifies planning as the foundation for investment, ensuring effective resource allocation and harmonizing national - local - investment interests. However, in practice, the organization and implementation of planning in some sectors, fields and some localities still has a state of fragmented management, lack of connectivity and unified coordination leading to overlap in project approval, increasing costs for investors... From this analysis, Deputy Nguyen Tam Hung suggested that the drafting committee consider adding a mechanism to require updating, sharing and synchronizing planning data between ministries, sectors and localities.

Delegate Nguyen Thi Thu Ha (Quang Ninh) contributed comments to the draft Resolution adjusting the National Master Plan for the 2021-2030 period, with a vision to 2050, and highly appreciated the draft updating the plan in the direction of increasing regional connectivity, prioritizing strategic infrastructure and ensuring development space...
According to Deputy Nguyen Thi Thu Ha, although the draft resolution has identified general principles, it has not yet provided a specific selection criteria for the list of adjusted projects. Emphasizing that the completion of the criteria set is very important, Deputy Nguyen Thi Thu Ha said that this is a consistent assessment criterion to avoid spreading or selecting projects that do not reflect national priorities. Therefore, there needs to be quantitative criteria: forecasted transportation demand, inter-regional connectivity, and investment readiness.
Delegate Pham Van Hoa (Dong Thap) expressed his opinion that in the upcoming strategic planning, there should be adjustments to ensure that the economic and social infrastructure for the Mekong Delta region develops to its full potential - a place to reserve national strategic reserves for food security.
