Resolutely clearing land for key projects in the west of Hai Phong

Vice Chairman of Hai Phong City People's Committee Tran Van Quan requested localities to speed up site clearance, hand over to construction units, and soon put the works into use to serve people's lives.

Comrade Tran Van Quan inspected the progress of the dredging and reinforcement project of the Sat - Phu irrigation canal.

On the afternoon of November 12, Mr. Tran Van Quan, Vice Chairman of Hai Phong City People's Committee, inspected the site clearance and disbursement of public investment capital for a number of key projects in Ke Sat, Duong An, Binh Giang communes and the operation of two-level local government in Thuong Hong commune.

Through on-site inspection and working with relevant units on site clearance for the implementation of 3 projects, comrade Tran Van Quan acknowledged the efforts of the localities.

The Vice Chairman of the City People's Committee requested departments and branches to closely coordinate, guide to remove obstacles, speed up site clearance progress, and hand over to construction units.

Localities need to be resolute and focus on removing difficulties, completing site clearance work according to schedule, ensuring disbursement progress meets and exceeds the target plan, putting it into use soon, promoting efficiency, and serving people's lives well.

Vice Chairman of the City People's Committee Tran Van Quan inspected the progress of the Provincial Road 394B construction investment project.

According to the Binh Giang Area Construction Investment Project Management Board, the total public investment capital plan for 2025 assigned under Decision No. 4265/QD-UBND dated October 26, 2025 is VND 353,735 billion for 35 projects. Accumulated disbursement up to October 31 reached VND 269,009 billion, equal to 64.2% of the yearly plan. In general, the projects are being implemented smoothly, but some projects are still slow due to difficulties in site clearance and weather impacts.

Provincial road project 394B, the section connecting from road 395 to the North - South axis, Thanh Mien district, formerly in Ke Sat commune, the total recovered area is 14,317 m², of which 13 households with 7,774.9 m² of rice land have received 3,668 billion VND; 4 households with agricultural land (831.6 m²) and 30 households with residential land (2,855.3 m²) have been counted and are waiting for a plan. Duong An commune has 95,096.9 m² of recovered land, has been compensated in 3 phases; 44 households (5,489.3 m² of residential land) are making a plan, expected to resettle in Luoc - Vac residential area, Thai Hoc commune (now Duong An commune).

Binh Giang commune has 109,823 m² of recovered land, approved compensation in 2 phases for 129 households (67,223 m², 31,811 billion VND); 3 households have converted land, 50 households have residential land (4,898.8 m²), 1 household has aquaculture land (145.2 m²) and 1 company has production and business land (145.2 m²) not yet completed.

For the Lao Cai - Hanoi - Hai Phong Railway Project, in Ke Sat Commune, the total recovered area is about 31.3 hectares, 6.6 km long, including 314 households with agricultural land, 110 households with residential land, and about 196 graves need to be relocated. In Binh Giang Commune, the recovered area is 18.57 hectares, 4 km long, including 240 households with agricultural land, 25 households with residential land, and 179 graves and 1 temple need to be relocated.

In the previous Sat - Phu irrigation canal dredging and reinforcement project in Binh Giang district, Ke Sat commune had 65,143.5 m² of reclaimed land, Binh Giang commune 7,983 m² and Duong An commune 95,096.9 m². Ke Sat commune has handed over 2.2/2.5 km of land, reaching nearly 88%; Binh Giang commune has basically completed, households have dismantled the project themselves; Duong An commune has approved 3 compensation periods, with a total cost of 931.63 million VND, and is continuing to pay.

Comrade Tran Van Quan inspected the activities of the Thuong Hong Commune Public Administration Service Center.

According to reports from the communes of Thuong Hong, Duong An, Binh Giang, and Ke Sat, recently, the operation of two-level local government in the localities has gradually stabilized.

The majority of people are excited, agree with and support the policies of the Party and the State. Cadres, civil servants and public employees of the communes have made efforts to overcome difficulties and perform well the assigned political tasks according to the new model.

In addition, the implementation of the new model of communal government is also facing some difficulties. In particular, officials and civil servants have to approach and implement many new contents at the same time, with a large workload affecting the progress, quality and efficiency in performing public duties.
