Agree on investment policy for Tuyen Quang - Ha Giang expressway (phase 2)

At the conference, delegates heard a report on the investment plan for the Tuyen Quang - Ha Giang expressway project (phase 2), the section from Tan Quang to Thanh Thuy international border gate. According to the proposal of the consulting unit, the expressway has a length of 57.87 km, a scale of 4 lanes, a design speed of 100 km/h, ensuring the technical standards of a modern expressway.

After discussion, Provincial Party Secretary Hau A Lenh agreed with the policy of the Provincial Party Committee and People's Committee on the scale, length of the route as well as the main technical items of the project. He highly appreciated the plan to arrange intersections and rest stops in a reasonable direction, convenient for regional connection and suitable for terrain conditions. The Provincial Party Secretary requested to design the intersections in a modern direction, bearing the local cultural identity, creating easily recognizable highlights along the entire route; at the same time, he requested the Provincial Party Committee and People's Committee and relevant agencies to fully absorb the opinions at the conference, review the most optimal plan to complete the dossier, ensuring sufficient conditions to soon deploy the project on schedule. The Provincial Party Secretary emphasized that the Provincial People's Committee needs to study more carefully the structure and design plan of each item; focus on planning residential space along both sides of the route to create space for urban - service development; Pay attention to landscape organization so that the highway truly becomes a model traffic route, modern, beautiful and in harmony with the natural environment.

Consider many important issues in the fields

The Provincial Party Standing Committee gave opinions on the reports and submissions: Report on leadership, direction and results of task implementation in November; directions and key tasks in December 2025; content, program and time of organizing the thematic Provincial Party Executive Committee Conference; Draft Key Work Program of the Provincial Party Standing Committee in December 2025; policy to issue a Report on the results of implementing the conclusions of General Secretary To Lam at the working session with the Provincial Party Standing Committee and the Party Executive Committee of Tuyen Quang - Ha Giang (before the merger); registration to build a "Drug-free Province" model, to improve the effectiveness of drug prevention and control in the new period.

The Provincial Party Standing Committee also gave opinions on reports and submissions of the Provincial Party Committee and People's Committee related to budget revenue and expenditure, removing difficulties in exploiting minerals for construction materials, establishing the Provincial Farmers Support Fund; approving urgent public investment projects; adjusting the list of land plots for bidding to select investors; amending and supplementing a number of contents related to investment plans, land, finance and digital economic development.

Regarding the contents submitted to the second session of the Provincial People's Council, the Provincial Party Standing Committee reviewed 19 reports on the fields of budget, regular expenditure, support policies for the Fatherland Front at commune and residential areas; staffing levels of cadres, civil servants and public employees; regulations on support levels for people with meritorious services; work permit fees for foreigners; 3-year financial-budget plan 2026-2028; support for digital technology industrial enterprises; organization of militia and self-defense forces for the period 2026-2030; and many development mechanisms and policies of the province.

The conference also reviewed reports under the authority of the Provincial Party Committee on improving the quality of administrative reform; implementing solutions to ensure economic growth targets; strengthening national defense and security, and building a position of people's hearts.

Delegates focused on contributing many important opinions, in-depth analysis of the principles, criteria and norms for budget allocation in 2025, especially the revenue-expenditure structure, the ability to balance resources, budget management plans, capital priorities for urgent tasks, target programs and driving projects. Delegates spent time discussing difficulties and obstacles in licensing and exploiting minerals for construction materials; key tasks for the last month of the year; promoting the implementation of socio-economic development targets; ensuring political security, social order and safety.

Leave no stone unturned, complete all tasks by 2025

Concluding the conference, Comrade Hau A Lenh, member of the Party Central Committee, Secretary of the Provincial Party Committee emphasized: The Standing Committee of the Provincial Party Committee highly agreed with the contents presented at the meeting; at the same time, requested each agency and unit to continue to promote the spirit of responsibility, focus on completing all tasks of 2025. Regarding the results of leadership in implementing the tasks of November, he requested that the agencies clarify the causes of limitations and weaknesses, thereby proposing timely solutions to overcome them, not allowing them to linger. Regarding the direction of tasks for December, the Secretary of the Provincial Party Committee requested that all annual work programs and implementation of new policies and tasks must be completed within the month, without leaving any work behind. Agencies and units are responsible for reviewing all assigned work, updating progress, clearly identifying which contents have been completed, which contents are slow and must be focused on handling immediately. The concretization of programs and plans to implement the Central and provincial resolutions must be implemented immediately in December, ensuring synchronization, unity and compliance with the Party Committee's direction.

For tasks assigned from the beginning of the year to the end of November but not yet completed, he requested that they be completed in December, not to be carried over to the following year. All levels and sectors must focus on key points to implement key socio-economic development targets, especially budget collection, public investment disbursement, restructuring, and staff addition... tasks that have been concluded and required to be completed in 2025.

This year, the summary work was carried out one month earlier than in previous years, so agencies and units must urgently complete all assessments, classifications, rewards, etc. The summary must be objective and honest, clearly pointing out advantages, limitations, causes and responsibilities, without formality or favoritism.

Regarding the group of tasks under the Provincial People's Committee, the Standing Committee basically agreed. The Provincial Party Secretary suggested that the Provincial People's Committee base on the results of revenue and expenditure of the 2025 budget to proactively balance and arrange tasks in accordance with the local capacity and the targets assigned by the Central Government; the spirit is to strive for the highest, not to be subjective, not to be perfectionist waiting for sufficient conditions.
