Also attending was Deputy Prime Minister Tran Hong Ha, Head of the Steering Committee. The meeting was broadcast live to 21 coastal provinces and cities.
Concluding the meeting, Prime Minister Pham Minh Chinh reiterated the spirit of high determination, resolutely declaring war, taking drastic and methodical actions against IUU fishing to remove the "Yellow Card" of the European Commission (EC); proposed unification of norms and standards..., and at the same time prepared accurate reports on areas of interest to the EC.
The Prime Minister requested that next week, localities must thoroughly handle this matter, with the spirit that the change must not only be demonstrated by numbers or reports but must lie in specific results and real changes in reality; requiring heads of ministries, branches and localities to take direct and comprehensive responsibility before the Government and the Prime Minister if the situation of fishing vessels violating regulations recurs, slowing down the progress of removing the "Yellow Card"; highly focus on leadership and direction to resolutely implement the peak month against IUU fishing; immediately end this situation at all costs; form responsible fishing, with traceability for the sustainable development of the Vietnamese fisheries industry, for the honor of the country, of the nation, for the benefit of the people themselves.
The Prime Minister requested ministries, branches and localities to thoroughly disseminate to cadres and party members the Prime Minister's viewpoints and guiding ideology in resolutely declaring war on IUU fishing, determined to remove the EC's "Yellow Card" for Vietnam's fisheries by 2025; seriously implement resolutions, conclusions, telegrams and directives of the Party, the Government and the Prime Minister, especially Decision No. 2310/QD-TTg dated October 17; Inter-sectoral coordination regulations on combating IUU fishing; urgently and seriously update complete data to fisheries databases, handle administrative violations in the fisheries sector, VMS fishing vessel monitoring system, and seafood traceability system.
The Prime Minister requested the Ministry of Agriculture and Environment to preside over and coordinate with ministries, branches and localities to immediately complete the scenario and technical working plan with the 5th EC Inspection Team, to be completed before November 14; to inspect and guide localities to carefully prepare the working content with the EC team, especially key localities.
The Ministry of National Defense shall preside over and coordinate with the Ministry of Agriculture and Environment, ministries, branches, and 21 coastal localities to immediately deploy the Inter-sectoral Coordination Regulation on combating IUU fishing; inform, propagate, and widely publicize to all ministries, branches, localities, and people.
The Ministry of Public Security completes and puts into use the application for managing fishing vessels and fishermen participating in activities on the VNeID platform, to be completed before November 15. The Ministry of Foreign Affairs continues to promote negotiations to sign cooperation agreements on marine fisheries exploitation and unify the mechanism for controlling fishing activities of Vietnamese fishing vessels. The Ministry of Culture, Sports and Tourism directs press agencies to step up propaganda and information about the peak month against IUU fishing.
Localities focus on leading and directing drastic, comprehensive and effective measures to combat IUU fishing in the area, absolutely not allowing violations and negativity to affect the common efforts to remove the "Yellow Card" warning; maintain strict control of all fishing vessels entering and leaving ports according to regulations; resolutely not allowing unqualified or unregistered fishing vessels to participate in activities. Localities that have not completed handling of outstanding administrative violations of VMS connection loss and exceeding the permitted fishing boundary must urgently complete the handling before November 16; urgently complete the tasks being deployed according to the summary report of the Ministry of Agriculture and Environment.
Associations and enterprises must strictly comply with not purchasing, processing, or exporting aquatic products originating from IUU fishing; mobilize and commend exemplary members and fishermen who comply with regulations on combating IUU fishing. The Prime Minister requested that this work must be carried out seriously, without formality; must change occupations, create jobs, and better livelihoods for people...
