
Contractor mobilizes construction equipment in Da Bac commune area.
To date, the project has synchronously deployed 4 construction packages, with about 20 main construction points spread across the entire route. The site clearance work for the entire project has reached 97%, handing over 32.8/34 km, creating conditions for the contractor to focus on constructing sections where the site is available.

Contractors focus on constructing Hoa Son bridge under the Hoa Binh - Moc Chau expressway project.
In the communes of Da Bac, Cao Son, and Tien Phong, 173.83 hectares of land have been recovered, 352.6 billion VND has been paid in compensation, and 20.7/21.75 km of land has been handed over; the remaining 1.05 km is expected to be completed in the fourth quarter of 2025.
Package No. 2, constructed by the joint venture of Deo Ca - Son Hai - Song Da 10 Group, is implementing two main directions: Opening public roads, completing construction sites, constructing foundations for mixing stations and crushing stations; digging roadbeds and completing tunnel entrance items No. 02. The volume of excavation reached 98,000/850,000 m 3 .

Package XL-03, valued at VND 5,300 billion, with Truong Son Construction Corporation as the core, is the largest package, including the construction of Hoa Son Bridge, 13 viaducts and the entire project on the route from Km40+750 to Km50+260. Started in May 2025, the package is currently maintaining more than 10 construction sites.
At Hoa Son bridge project, the contractor focused on two main tasks: constructing positioning piles, lowering casing pipes and pouring concrete for bored piles for towers P8 and P9 (16/90 piles and 36/90 casing pipes have been completed). At Thung Nai port, the construction unit also completed 16/24 bored piles for the wharf, speeding up the progress of barge assembly and casing pipe processing.
After Hoa Son bridge, construction teams have completed hundreds of bored piles at bridges on the route, the total volume of excavation reached 2.54/4.9 million m3 , contributing significantly to the formation of basic route sections.
According to the representative of the contractor of the XL 03 package, with the determination to "overcome the sun and rain", the unit maintains 3 shifts and 4 crews, striving to complete the package before December 22, 2025. Focusing maximum resources, coordinating with the investor to remove difficulties in terms of site clearance, service roads, approving design volumes and acceptance and payment work to ensure capital for reproduction.
The contractor has launched a peak emulation movement from October 15 to December 22, 2025, focusing on large-volume items such as the body - pier base, production of I33 beams... to make up for the slow progress of the third quarter of 2025.
Up to now, the total value of the entire project has reached 716.5/8,332 billion VND, equal to 8.6% of the contract value, 0.24% behind the plan. Of which, package XL-01 reached 12.8%, 0.23% behind; XL-02 reached 7.34%, 0.78% behind; XL-03 reached 8.52%, 0.15% behind; XL-04 reached 0.23%, ensuring the planned progress. The entire route has been cleared for 10km.
Regarding disbursement, the capital allocated is 8,243 billion VND, of which 3,385 billion VND has been disbursed, reaching 41%. It is expected that in 2025, 100% of the plan will be disbursed if the province allows to increase the contract advance payment to 70%.
According to the Hoa Binh Regional Project Management Board, there are still some problems with site clearance: Da Bac and Cao Son communes have approved the compensation plan but have not yet agreed on the price and type of land. Some households have received money but have not yet handed over the site. Tien Phong commune has about 28 households raising fish in cages, and boats within the reclamation area have not been relocated, affecting the construction of waterways. Tan Mai commune has some households that have not agreed on the compensation plan despite it being publicly posted. 15.46 hectares have arisen outside the site clearance boundary due to technical design adjustments. In addition, the lack of material sources, the mine being far from the construction site, the lengthy licensing procedures, and the high price of materials... have increased costs and affected progress.
The investor proposed that the province consider allowing an increase in contract advance payment to 70% to ensure cash flow for contractors. Extend the disbursement period of about VND 802.5 billion of the Socio -Economic Recovery Program capital to December 31, 2025. Quickly arrange capital for the completion phase of the 4 lanes of the route. Speed up procedures for moving power lines and telecommunication cables to clear technical land.
To ensure the project progress as planned, the Provincial People's Committee requires units and localities to concentrate maximum resources on site clearance, considering this a key task. Take advantage of favorable weather, organize construction day and night, ensure progress. Communes must closely coordinate in measuring, counting, supporting compensation and resettlement in accordance with regulations. If necessary, enforcement must be carried out according to the law. The province also assigned the Land Fund Development Center and the communes of Da Bac, Cao Son, Tien Phong, and Tan Mai to prioritize human resources to develop plans for the area of electric lines, telecommunication cables, and newly arising areas. Departments and branches are required to quickly handle legal procedures; closely coordinate with the Project Management Board and contractors to immediately resolve arising problems, ensuring the progress and quality of the project.
With the close direction of the province, the proactive participation of the investor and the high determination of the contractors, the Hoa Binh - Moc Chau Expressway Project is "overcoming difficulties" day by day, step by step reaching the finish line. When completed, the expressway will not only shorten the travel time between Hoa Binh - Moc Chau, but also open up a new development axis, creating a strong driving force to promote economic and social growth in the entire Northwest region.
