
Conclusion No. 224-KL/TW signed and issued by Comrade Tran Cam Tu, Politburo member, Standing Secretary of the Secretariat on behalf of the Politburo; the content is as follows:
After more than 3 years of implementing Resolution No. 06-NQ/TW, dated January 24, 2022 of the Politburo on planning, construction, management and sustainable development of Vietnamese urban areas to 2030, with a vision to 2045 (Resolution 06), urban development management has had many positive changes. However, many limitations and weaknesses have not been completely overcome: Urban planning is unstable and overlapping; implementation still has many shortcomings; infrastructure has not kept up with the speed of urbanization; traffic congestion, flooding, pollution; management, exploitation and use of underground space are still limited; low-altitude space and outer space have not received attention; not really linked to the requirement of increasing resilience to natural disasters, extreme weather, and climate change.
To effectively implement urban planning, construction and development management in the coming time, the Politburo requires Party committees, Party organizations and authorities at all levels to continue to resolutely implement the viewpoints, goals, tasks and solutions stated in Resolution 06; focusing on the following key contents:
1. Innovate thinking on urban planning, ensure consistency in implementation. Localities urgently review and adjust the Master Plan for the urban and rural system, ensure optimal arrangement of development space in accordance with the 2-level local government model, connect urban areas with rural areas, between urban areas, connect urban areas with strategic transport infrastructure (seaports, airports, highways, railways, waterways). Urban areas play a central role in development, promote regional and local linkages and international integration, while maintaining traditional cultural identity. Complete the organization of the state management apparatus for urban planning; clearly define progress and responsibilities, strengthen coordination mechanisms, especially in the management of interconnected technical infrastructure between local levels.
Closely combine planning work with socio-economic development strategies, ensure national defense, security, environmental protection, and respond to climate change based on science, technology, innovation, and digital transformation, creating new growth drivers. Promote the use of big data in planning and management; establish a real-time forecasting, warning, and digital map system; replicate the green, ecological urban development model "village in city - city in village". Clearly define the functions and multi-purpose exploitation of infrastructure for transportation, technical infrastructure, trade, services, and public spaces; determine the responsibility of the focal state management agency, inter-sectoral coordination mechanism, and regulations on exploitation rights.
Tighten discipline and order in construction and planning implementation. Focus on thoroughly handling the situation of "suspended planning"; urgently complete slow-progressing urban infrastructure projects. Strengthen management of urban order and construction order in cities and areas in the process of urbanization; synchronize planning, investment and operation; strictly control construction space; strengthen the role of community supervision. Strictly implement national technical standards and regulations on urban and rural planning. Strictly prohibit organizations, enterprises and individuals from influencing and dominating planning work for local interests.
2. In 2026, complete the amendment and supplementation of legal regulations on urban and rural planning; perfect legal regulations in the fields of management, exploitation, use, investment in urban development, water supply and drainage, land, planning, construction, technical infrastructure, underground space, low-altitude space, outer space, public space, green space, water surface, sea surface... promote decentralization, decentralization, reduce administrative procedures, synchronize with 2-level local authorities, develop green, sustainable urban growth, climate change resilience, environmental protection, control air pollution, waste, prevent traffic congestion, ensure energy security, water source security, develop a number of provinces qualified to become cities.
3. Continue to effectively implement the National Housing Development Strategy to 2030, with a vision to 2045; encourage economic sectors to participate in investment; complete the goal of building 1 million social housing apartments before 2030; expand the target of buying, renting, and leasing social housing. Have appropriate mechanisms to promote the development of commercial housing with prices suitable to people's incomes, and housing for workers in industrial parks; establish and effectively use the National Housing Fund. Manage the development of the real estate market in a transparent, fair, sustainable, and harmonious manner between segments, avoiding large-scale speculation and collapse. Focus on developing shared technical infrastructure; prioritize the development of green spaces, public spaces, and water surfaces; prioritize undergrounding of electricity and telecommunications systems... in central areas, main traffic axes, and urban renovation, embellishment, and reconstruction areas. There are strict sanctions for investors who do not synchronously invest in technical infrastructure, social infrastructure, etc. in urban areas and residential areas.
4. Managing, developing urban areas and developing urban economy in depth, based on science, technology, innovation and digital transformation; proactively approaching, anticipating and promoting new urban development trends towards promoting creativity and startups; strongly developing e-commerce, digital finance, smart logistics, data infrastructure and high-quality tourism, cultural, educational and healthcare services.
Exploit and promote effectively and sustainably the resources from the urban area itself to develop and modernize the urban area; mobilize diverse social resources to develop key and urgent infrastructure projects on transportation, environment, natural disaster prevention and response to climate change. Prioritize the allocation of resources to develop multimodal transport infrastructure connecting urban areas in the region and inter-regions.
Building digital government and smart cities, ensuring the principle of people-centeredness, data and smart infrastructure as the foundation; researching and developing a model of mega-urban areas in the direction of integrated, multi-center planning, closely linked with regional infrastructure and satellite cities. Prioritizing investment in modern strategic infrastructure, mass public transport and financial, service, innovation, digital economy, logistics and high-tech centers; building shared and specialized data systems, ensuring connectivity, interoperability, safety and security.
5. Resolutely implement solutions to protect the urban environment. Develop a comprehensive program to handle air pollution, domestic water sources and wastewater in large cities, especially Hanoi and Ho Chi Minh City. Enhance the responsibility and capacity of urban authorities in responding to natural disasters and handling emergencies and crises.
Focus on developing Hanoi and Ho Chi Minh City into civilized global cities. Urgently review and evaluate the implementation of Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo on the direction and tasks of developing Hanoi until 2030, with a vision to 2045, Resolution No. 31-NQ/TW dated December 30, 2022 of the Politburo on the direction and tasks of developing Ho Chi Minh City until 2030, with a vision to 2045; propose policies and solutions for developing Hanoi and Ho Chi Minh City in accordance with the new situation.
Review, amend and supplement specific mechanisms and policies to create conditions for large cities such as Hanoi, Ho Chi Minh City and neighboring localities to mobilize maximum public-private resources to invest in large-scale infrastructure projects with synchronous connectivity in urban areas and in key economic zones.
6. Implementation organization
- Provincial Party Committees, City Party Committees, Party Committees directly under the Central Committee, and Central Party Committees organize the study, dissemination, development of programs, plans, deployment, inspection, and supervision of the implementation of Resolution 06 and this Conclusion.
- The Party Committee of the National Assembly leads and directs the research, amendment, supplementation and improvement of laws on urban planning, construction, management and development; strengthens supervision of implementation, ensures rapid and sustainable urban development, and meets the requirements of national development.
- The Government Party Committee leads, directs the implementation, construction and organization of urban development mechanisms, policies, strategies, planning and programs in accordance with the policy in the new period; prioritizes the allocation of sufficient resources to implement goals and tasks.
- The Party Committee of the Fatherland Front and central mass organizations lead, direct, promote the role of supervision, social criticism, and participate in the development of laws, mechanisms, and policies on urban development.
- The Central Propaganda and Mass Mobilization Commission develops propaganda guidelines; presides over and coordinates with relevant agencies to organize propaganda, disseminate, and thoroughly understand policies, mechanisms, and strategies on urban development.
- The Central Policy and Strategy Committee shall preside over and coordinate with relevant agencies to regularly monitor, urge, inspect, supervise, periodically review and summarize Resolution 06 and this Conclusion, and report to the Politburo and the Secretariat.
