The new policy contributes to creating momentum for national development.

The first session of the 16th National Assembly devoted time to voting on and passing many important laws and resolutions. On April 23, in discussions on the sidelines of the National Assembly, several delegates expressed their interest in the new policies aimed at removing bottlenecks, and also expressed their hope that these policies would create new momentum for the country's development.

Representative Tran Hoang Ngan (from Ho Chi Minh City delegation) assessed that, during two weeks of intensive work, the National Assembly passed several laws and resolutions. In particular, the adjustments to the Value Added Tax Law, the Corporate Income Tax Law, and the taxable revenue threshold for business households accurately reflected the aspirations of voters nationwide. In addition, the supplementary funding, even if only 5-10%, for some transportation, bridge, road, or hospital projects will help complete the final links, transforming "frozen" assets into useful assets for society… These timely decisions not only contribute to resolving the "tumor" of bad debt but also affirm the close partnership of the National Assembly with the country's development in the new era.

According to Mr. Tran Hoang Ngan, one of the highlights is the adoption of a resolution to remove obstacles for stalled land-related projects. This is considered a policy decision worth trillions of dong, directly unlocking enormous resources that have been stagnant for many years. This removal not only brings assets into production and business, boosting growth, but also thoroughly addresses bad bank debts, reduces interest rates, and improves environmental pollution at stalled projects. This policy demonstrates the spirit of matching words with actions, resolutely combating waste in accordance with the Party and Politburo 's guidelines.

Regarding the proposal to empower the Government to regulate the tax threshold for household businesses and enterprises, Representative Thach Phuoc Binh (Vinh Long delegation) expressed his agreement and support for the principle of decentralizing authority to ensure timeliness. According to the representative, regarding the tax amount, although the draft proposes a figure of approximately 1 billion VND, many opinions suggest the need for a more flexible "buffer zone." Regarding the range, the representative proposed that instead of setting a specific figure in the law, the Government should be given the authority to adjust it within a range of 1 billion to 3 billion VND depending on the period and socio-economic context.

The delegate emphasized that establishing a framework would help the Government proactively manage the economy, avoiding the need to wait for legal amendments when market conditions fluctuate significantly. Besides perfecting the legal framework, delegate Thach Phuoc Binh also stated that implementation is the decisive factor in ensuring policies are put into practice.

Assessing the importance of this session, delegate Thach Phuoc Binh stated that, in addition to personnel matters and the consolidation of the state apparatus, discussing and approving major policies and guidelines is one of the key tasks. The highest goal is to remove institutional "bottlenecks" and create a transparent legal framework for the effective implementation of the contents of the Party's 14th National Congress Resolution into practice. Among these, tax policies are of particular public interest, as they directly impact the "health" of businesses and households in the context of a challenging economy.

Sharing the same view, delegate Nguyen Thi Thu Ha (Quang Ninh delegation) assessed that the session not only focused on consolidating high-level personnel but also laid the strategic foundation for socio-economic development over the next five years. According to the delegate, the in-depth discussion of the medium-term public investment plan and the amendment of practical laws is expected to create a more open legal framework and thoroughly remove development bottlenecks. In particular, timely decisions on regulating gasoline and electricity prices amidst global market fluctuations received strong support, demonstrating the National Assembly's partnership with the Government in ensuring macroeconomic stability and social welfare.

Sharing his views, delegate Duong Khac Mai (from Dak Nong province) stated that at this session, the National Assembly not only focused on personnel matters but also began considering and passing many important laws and resolutions. These are necessary legal foundations to remove difficulties for businesses and people in the new period. The delegate affirmed that the 16th National Assembly has left memorable marks as a National Assembly acting for the national interest and the happiness of the people. The spirit of frank and responsible discussion in the plenary session and in the discussion groups is the clearest evidence of this strong innovation.
