
In response to the requirement to ensure absolute security, safety, order, and traffic safety for the Congress, over the past few days, the Traffic Police Department of the Hanoi City Police has proactively implemented comprehensive and synchronized work plans; mobilized maximum forces, vehicles, and technical equipment; and promoted the application of science , technology, and digital data in traffic management and command.
The "Three Best" route keeps traffic flowing smoothly.
On the routes leading to the Congress area, traffic flow and regulation were scientifically planned to facilitate the delegations while still ensuring the normal lives of the people.
One of the outstanding highlights, leaving a clear mark on traffic safety and order during the 14th National Congress, was the maintenance and effective implementation of the "Three Best" road model by the Traffic Police Department of the Hanoi City Police.

This model reflects modern traffic management thinking, centered on discipline, standards, and a spirit of service to the people, in line with the requirements of ensuring security and safety; a long-term foundation for building a safe, civilized, and modern transportation system in the capital city.
From the beginning of January 2026, the model was implemented synchronously on four key traffic arteries of the capital: Tran Duy Hung-Nguyen Chi Thanh; Kim Ma-Nguyen Thai Hoc; Le Duan-Giai Phong; and Trang Tien-Hang Khay-Trang Thi.
These are all routes with high traffic density and complex traffic flow; at the same time, they are directly connected to political , diplomatic, and high-level protocol activities during the Congress.
The correct selection of the "backbone" axes for deploying the model demonstrated the meticulous, scientific, and proactive planning of the Hanoi Traffic Police force from an early stage and in advance, playing a crucial role in maintaining traffic flow and ensuring security and safety during the 14th National Congress of the Communist Party of Vietnam.

Sharing about the model, Lieutenant Colonel Tran Quang Chinh, Deputy Head of Road Traffic Police Team No. 1, said: "The Trang Tien-Hang Khay-Trang Thi route is a central traffic artery, connected to many important political and diplomatic activities. Maintaining the effectiveness of the 'Three Best' model, combining direct patrol and control forces with AI camera systems, smart traffic lights, and the 'green wave' helps ensure smooth and orderly traffic, meeting the high requirements for security and safety during the Congress."
To maintain the effectiveness of the model, the Task Force of Road Traffic Police Team No. 1, in coordination with the Cua Nam Ward Police, conducts comprehensive patrols and controls in the area; handles violations while simultaneously reminding business owners to strictly comply with regulations, not encroach on the road or sidewalk, ensuring urban aesthetics and traffic safety.
Observations on the morning of January 18th showed that on the Trang Tien-Hang Khay-Trang Thi route towards the National Convention Center, traffic flow was steady and orderly, with no congestion; sidewalks were clear; and urban order was well maintained. Business activities and daily life took place in a cheerful and enthusiastic atmosphere, creating a neat and dignified space that still retained the unique character of Hanoi during the days celebrating the 14th National Congress of the Communist Party of Vietnam.
Application of digital data in traffic management.
Behind the smooth and efficient flow of traffic on every street and every vehicle these days lies the close and effective coordination between the traffic police, local police, and the intelligent traffic management system of the Hanoi City Police.
The routes leading to the National Convention Center, such as Tran Duy Hung, Thang Long Boulevard, Pham Hung, etc., are central traffic arteries connected to many important political and diplomatic activities and are located within the jurisdiction of Road Traffic Police Team No. 6.

Based on a thorough understanding of the plans, strategies, and operational directives of the City Police, the Traffic Police Department and the Command Board of Team 6 proactively developed and issued a comprehensive plan for ensuring traffic order and safety and escorting delegations serving the Congress. The plans were meticulously researched, practical, and covered all routes, areas, and targets related to the Congress's activities within the city.
Notably, Road Traffic Police Team No. 6 closely coordinates with the Hanoi Traffic Control Center, applying science and technology in traffic control and management.
In addition, the unit mobilized the maximum number of personnel, equipment, vehicles, and support tools; strictly maintained the duty roster, combat readiness, and personnel on standby, ensuring that the force was always in the highest state of readiness. Each officer and soldier clearly understood their personal responsibilities, strictly complied with the regulations of the People's Public Security, work orders, and mission execution procedures.

A notable new feature in the traffic police's escort and reception work during the Congress is the extensive application of digital traffic data. Scenarios and traffic light adjustment plans, including the "green wave" system, were developed specifically for each time slot and route, ensuring the convoy moved absolutely safely, continuously, and without interruption.
The patrol routes, traffic flow management, escort routes, and areas where Congress activities take place have been meticulously and scientifically mapped. All traffic changes are continuously monitored and analyzed through an AI camera system, allowing for timely adjustments to plans, handling of emerging situations, and detection and handling of violations, contributing to maintaining safe and smooth traffic flow.
This is clear evidence of digital transformation going deeper, closely linked to particularly important political tasks, contributing to improving the efficiency of traffic command and control in complex practical conditions.
Lieutenant Colonel Pham Hoai Nam, Deputy Head of the Traffic Police Department of Hanoi City Police, said that the main task is to ensure absolute safety for the delegations, Party and State leaders, and all activities of the Congress.
Every traffic police officer participating in the duty must uphold a high sense of responsibility, strictly adhere to regulations and work procedures; be proactive and flexible in handling arising situations, ensuring smooth and safe traffic flow at all times.
