Continuing the agenda of the 14th National Congress of the Party, on the afternoon of January 20th, delegates discussed in their respective delegations the important documents of the Congress, including: the Political Report of the 13th Central Committee of the Party presented to the 14th National Congress of the Party, along with the Action Program; the Report summarizing some theoretical and practical issues on the socialist-oriented reform process in Vietnam over the past 40 years; the Report summarizing 15 years of implementing the Party Charter (2011-2025) and proposals and directions for supplementing and amending the Party Charter; and the Report reviewing the leadership and direction of the 13th Central Committee of the Party.

Presiding over the meeting of the Government Party Committee delegation, Politburo member and Prime Minister Pham Minh Chinh highly appreciated the sense of responsibility, intellect, and dedication of the delegates, who contributed many insightful opinions, analyzing, exchanging, and sharing experiences in institutionalizing Party resolutions and renewing growth drivers in the new development phase.
The Prime Minister emphasized that, in the coming period, economic development remains the central task, security, defense, and foreign affairs are always crucial, culture is the spiritual foundation, and social welfare must make breakthroughs. All these issues require the Government in particular and the entire political system in general to focus on solutions.

Regarding the double-digit growth target, the Prime Minister noted that this is a difficult but crucial issue for creating the potential to serve national security and defense, social welfare, and the foundation for the country's development. The Prime Minister emphasized that unity and cohesion within the Party and the political system are the most important factors in helping the country overcome unprecedented changes. The more difficult and challenging the situation, the stronger the spirit of unity must be, ensuring the Party's consistent leadership.
Based on practical experience in governance, the Prime Minister concluded that "vision must be strategic, thinking must be groundbreaking, and resources must originate from the people." The government has resolutely changed its working methods, eliminating the persistent problem of "implementation being the weak link" that has existed for many terms.

Regarding management and administration during the past term, the Prime Minister emphasized the lessons learned from "transforming states" and "turning the tide." The Prime Minister cited the decisive shift in the fight against the Covid-19 pandemic as an example. From applying only administrative orders, the Government flexibly shifted to combining administrative measures with scientific methods, focusing on the "vaccine diplomacy" campaign and vaccination coverage. We started later but finished earlier, rising from a country with a very low vaccination rate to rank 5th in the world. This is proof of our resilience and ability to closely follow the reality to provide appropriate solutions.
The Prime Minister emphasized that the trust of the people, the trust of businesses, and the trust of international friends are the foundation for achieving socio-economic goals. Looking ahead to the 2026-2030 period, to achieve double-digit growth, the Prime Minister stressed the importance of institutionalizing Party resolutions, renewing growth drivers, and promoting the implementation of major projects with breakthrough thinking to continue driving the country's rapid and sustainable development in the new era.

Presiding over the meeting of the Delegation of the Party Committee of the Central Party Agencies, Politburo member, Standing Committee Secretary, and Secretary of the Party Committee of the Central Party Agencies, Tran Cam Tu, stated that the documents of the 14th National Congress are of special importance, not only as a summary of 40 years of implementing the reform process, 35 years of implementing the 1991 National Construction Program, and 5 years of implementing the Resolution of the 13th National Congress of the Party, but also as a vision and strategic orientation for the new development stage of the country. This is the first time the documents have included an action program, clearly defining each project, progress, and responsibility for implementation, ensuring that the Resolution can be implemented immediately after the Congress.

In accordance with the directives of General Secretary To Lam, the Standing Committee of the Party Central Committee stated that this document emphasizes the need for action; highlights the responsibility of each level, each sector, and each official; resolutely overcomes the situation of "talking much but doing little," "saying well but doing poorly," or even "saying one thing and doing another"; lack of inspection and supervision; setting high goals but implementing them slowly and with low effectiveness. At the same time, it requested that delegates utilize their intellect and sense of responsibility to the fullest extent, contributing democratically and frankly, directly addressing key issues, and avoiding duplication.
Elevating agricultural strategy to become a new growth engine.
Through discussions within the delegations, the delegates unanimously highly appreciated the preparations for the 14th Party Congress, noting a strong innovation in thinking and approach, demonstrated synchronously from the preparation of the draft documents to the organizational methods. In particular, for the first time, the Action Program is a component of the documents, built in a very specific, clear manner, with clear tasks, responsibilities, and a clear roadmap. Beyond just orientations and goals, the documents have specifically identified the subjects and tasks, thereby clearly demonstrating a proactive approach and implementation linked to reality.

To achieve double-digit growth targets, delegates suggested that specific indicators in the document, such as per capita income and the Human Development Index (HDI), need to be quantified, and a clear vision for the next 20 years, aiming towards the milestone of 2045, should be defined. Delegates also proposed elevating the agricultural strategy to a new growth driver. Accordingly, in the next 10 years, investment in agriculture should double, with public investment accounting for 25-30% to lead the way, while also establishing strong mechanisms to attract FDI and promote innovation in agricultural production.
Delegates also noted that growth must be linked to inflation control, avoiding a situation where money flows only into real estate without going into production; they proposed the need for mechanisms to stimulate consumer demand, prioritizing domestic products and developing high-quality tourism to create jobs, while emphasizing that removing the "bottleneck of bottlenecks" is the institutional solution to bring the Resolution into life.

Some opinions suggested that the quality of growth should be highlighted more through indicators of labor productivity, the contribution of science and technology, and the green economy. Delegates proposed separating the digital economy into an independent category, identifying it as a new growth driver linked to artificial intelligence (AI) data, digital government, and digital society.
Delegates emphasized the shift in the growth model from resource-based to knowledge-based, science and technology-based, and innovation-based to align with the Fourth Industrial Revolution. Correctly identifying a development strategy based on knowledge power and strengthening self-reliance and self-sufficiency is the right direction for the Party.
Regarding promoting the people's role as the main actors, delegates affirmed that the lesson "the people are the foundation" throughout 40 years of reform needs to be further concretized in the concept of "the people as the main actors"; they highly appreciated that the Congress documents directly addressed the shortcomings and limitations in promoting the strength of national unity and set forth many important directions to affirm the people's role in the coming period.
Regarding the action plan, delegates suggested that a thorough implementation roadmap is needed to ensure that the tasks are carried out effectively and substantively.
