The launching ceremony of the investigation and information collection on the socio-economic situation of 53 ethnic minorities in 2024 took place this morning (July 1) in Da Bac district, Hoa Binh province.

The third survey to collect information on the socio-economic situation of 53 ethnic minorities (the previous two surveys were held in 2015 and 2019) will start from July 1 to August 15, jointly organized by the Ethnic Committee and the Ministry of Planning and Investment .

Speaking at the launching ceremony, Member of the Party Central Committee, Minister and Chairman of the Ethnic Committee Hau A Lenh said that the investigation is very important.

The Survey will provide reliable data and evidence to help central agencies as well as localities in ethnic minority areas have accurate assessments of the results of implementing ethnic policies up to 2024 and expected up to 2025, evaluate 5 years of implementing the Master Plan for socio-economic development of ethnic minority and mountainous areas for the period 2021-2030, the Ethnic Work Strategy to 2030; results of implementing the National Target Program as well as results of implementing ethnic work for the period 2021-2025, prepare to build the national target program, development plan for the next period 2026-2030.

The investigation will serve as a basis for Party committees and organizations at all levels to prepare reports and documents for Party Congresses at all levels for the 2025-2030 term and the 14th National Party Congress.

According to Mr. Hau A Lenh, collecting information in the area is an extremely important stage. Collecting information that fully and accurately reflects the current population and housing situation will help the Party and State develop correct plans and strategies, building a foundation for the rapid and sustainable development of the country and ethnic minority areas.

"I hope that this survey will continue to provide quality information and data for the Party, National Assembly, Government, ministries, sectors and localities to develop and plan ethnic strategies and policies in the coming time; gradually overcome and resolve difficulties while promoting more strongly the potential and strengths of ethnic minority communities and ethnic minority and mountainous areas; and strengthen and build an increasingly solid national solidarity bloc," the Chairman of the Ethnic Committee emphasized.

According to Deputy Minister of Planning and Investment Tran Quoc Phuong, the successful organization of the Launching Ceremony of the investigation and collection of information on the socio-economic situation of 53 ethnic minorities in 2024 in Hoa Binh is very important in promoting the purpose and significance of the investigation to ethnic minority households in the province.

From there, actively coordinate with statistical investigators to provide complete, accurate and timely information. At the same time, the Launch Ceremony also helps leaders at all levels and the entire political system in the province understand the importance of the Survey, thereby directing the good implementation of the Survey in the locality.

Deputy Minister Tran Quoc Phuong requested the General Statistics Office and local statistical offices to well organize the supervision of information collection in the area and the performance of tasks of the investigation force, ensuring the goal of collecting correct and sufficient information, ensuring quality and progress according to the regulations in the investigation plan.

The People's Committees of communes, wards and towns with survey areas actively propagate the survey and collect information on the socio-economic situation of 53 ethnic minorities in 2024; urge investigators and team leaders to perform well the work of collecting information in the area to ensure progress and quality...

For his part, Vice Chairman of the People's Committee of Hoa Binh province Dinh Cong Su said that with the characteristics of a mountainous province, ethnic minorities account for over 73% of the province's population, the socio-economic infrastructure, income and life of the majority of people still face many difficulties.

Mr. Dinh Cong Su commented that collecting statistical data on the current status of population, housing, marriage, health, education, living conditions, etc. in ethnic minority areas and ethnic minorities is extremely necessary, effectively serving the assessment of the situation and results of implementing socio-economic development programs and projects for ethnic minority areas in the period of 2021-2025, building and planning development policies for the period of 2026-2030 and the following periods.

With the above important purpose, Mr. Dinh Cong Su said that Hoa Binh province clearly identified the role and significance of the survey for the locality and with the nature of the survey in the province taking place on a wide scale, rich survey content, and difficult operations, the province has been directing the Department of Statistics and the Provincial Ethnic Minorities Committee to closely coordinate with departments, branches, and localities to focus on implementing the survey well, collecting information on the socio-economic situation of ethnic minorities in 2024.

"The launching ceremony will spread widely among all levels, sectors and people across the country so that ethnic minorities across the country can clearly understand the attention, investment, and socio-economic development policies of the Party and State for ethnic minority areas... From there, it will further motivate people to have confidence in life, trust in the policies of the Party and State, feel secure in 'settling down and working', stabilize their lives and strive to rise up", the Vice Chairman of the People's Committee of Hoa Binh province expressed.

Appreciating the joint efforts of the Ethnic Minority Committee and the General Statistics Office in conducting the survey and collecting information on the socio-economic situation of 53 ethnic minorities, Mr. Matt Jackson, Chief Representative of the United Nations Population Fund (UNFPA) in Vietnam, said that the results obtained from the survey will help us know the differences between ethnic minority groups, especially related to access to basic services, employment and living standards.

He emphasized: "This is important data to help monitor and evaluate the progress of implementing Government policies and is also the basis for issuing policy decisions to reduce the disadvantages that ethnic minority groups are facing."

The UNFPA Representative in Vietnam shared that at the end of April, he had the opportunity to visit Mu Sang commune, Phong Tho district, Lai Chau mountainous province. This is the place where 20 ethnic minorities live, accounting for 80% of the province's population.

During this visit, he directly heard local people confide that, "they do not go to the health station because their houses are very far away and they do not have money to travel, sometimes they have money but do not have a vehicle to go" or "they do not go to the health station to give birth because our custom is not to give birth in front of strangers"...

Mr. Matt Jackson pondered: "This mission has raised questions for me such as: How can we improve the health and well-being of ethnic minorities living in different parts of the country? What can we do to reduce maternal mortality from preventable causes? And how can we best provide information and services on sexual and reproductive health?

Answering these questions will contribute to achieving the health-related sustainable development goals and realizing rights and choices for all.

And of course, we can’t solve these problems without data. Disaggregated, comprehensive, and reliable data will be the basis for building appropriate policies, increasing accessibility, and meeting the needs of those at high risk of being left behind."
