Review and update 37 million land parcels in the land database.

According to the Land Management Department ( Ministry of Agriculture and Environment ), there are currently about 106 million land parcels nationwide. Of these, 61 million parcels have been updated in the database; about 45 million parcels have not yet had data created, and nearly 37 million parcels still need to be reviewed, cleaned, and updated.

According to the Ministry of Agriculture and Environment, to address this large volume of work, the Ministry has issued Circular No. 19/2026/TT-BNNMT and accompanying technical guidance documents, stipulating the synchronization of processes from land surveying and registration, cadastral record keeping to the construction and operation of the database.

Technical guidelines for building, maintaining, and improving the national land database of the Land Management Department aim to standardize processes nationwide, from land surveying and cadastral mapping to land registration and database construction and operation.

Accordingly, land data is divided into three groups for implementation: the group that meets the "accurate - complete - clean - viable" standards is maintained and updated in real time; the group of incomplete data must be reviewed, cleaned, and cross-referenced with the population database; and the group of data that has no data yet must be measured, documented, and newly compiled.

The guidelines also clearly specify the technical requirements for provincial-level systems based on the "one province - one software" principle, operating on a centralized database platform, capable of connecting and sharing data with national systems. All synchronized data must be digitally signed, automatically controlled, and fully tracked to ensure accuracy, transparency, and information security.

Notably, an automated data control toolkit is required to be integrated into the system, enabling the detection of spatial structure errors, information discrepancies, duplicate identifiers, or missing links between cadastral data layers.

The Land Management Department also provided detailed technical procedures for each stage: data analysis and classification; information supplementation and completion; quality control; and integration and synchronization with the national database in real time.

For areas without existing data, the guidelines require the synchronized integration of land surveying, registration, and cadastral record creation with database development, ensuring that data is put into operation immediately upon creation.
