Review and standardize administrative procedures at 3 levels of government

On the afternoon of December 1, the Ministry of Justice held a conference to guide the implementation of reviewing and standardizing all administrative procedures at 3 levels of government. The conference was organized in a combination of in-person and online formats connecting to 34 provinces and centrally-run cities. Attending the conference at the Tuyen Quang bridge were leaders of the Department of Justice, leaders of relevant departments, branches, sectors and units.

At the conference, the Ministry of Justice thoroughly grasped the key tasks assigned according to the conclusions of the Working Group assisting the Central Steering Committee on science, technology development, innovation and digital transformation. Accordingly, the Ministry of Justice presided over and coordinated with the Ministry of Public Security, the Ministry of Science and Technology, and the Government Office to develop statistical forms, review all administrative procedures (TTHC) at all three levels, guide the standardization of electronic file components, standardize internal processes, establish the link between procedures - results - data, and identify file components that can be exploited from national and specialized databases to replace paper documents when the databases operate synchronously.

Ministries, branches and localities are required to urgently review and standardize administrative procedures according to the attached appendices; clearly identify data fields that can be exploited from national databases and specialized databases; update and publicly announce on the National Database on Administrative Procedures.

At the conference, delegates were given detailed instructions on standardizing application forms and declarations to build interactive electronic forms (e-Forms) according to regulations, ensuring brevity, clarity, and allowing automatic filling of data from national and specialized databases.

At the same time, the internal process for handling administrative procedures is standardized in 5 steps: Submitting documents; receiving and checking documents; processing and evaluating; approving; returning results and digitizing, in which it is required to maximize the exploitation of shared data to reduce paperwork in handling administrative procedures.

The guidance conference is an important step to prepare for the synchronous implementation of the task of reviewing and standardizing administrative procedures, contributing to improving the effectiveness of administrative reform and promoting digital transformation, contributing to improving the efficiency of work handling, improving the quality of service for people and businesses.
